ORIGINAL <br />MEMORANDUM OF UNDERSTANDING <br />BETWEEN <br />THE REDWOOD CITY POLICE DEPARTMENT, <br />THE SAN CARLOS POLICE DEPARTMENT, <br />AND THE MENLO PARK POLICE DEPARTMENT <br />REGARDING THE REDWOOD CITY POLICE DEPARTMENT'S <br />SPECIAL WEAPONS AND TACTICS TEAM <br />Purpose: <br />The Redwood City Police Department (RCPD), the San Carlos Police Department <br />(SCPD), and the Menlo Park Police Department (MPPD), individually sometimes <br />referred to as "PD" and collectively referred to as "Parties," agree to this <br />Memorandum of Understanding (MOU) in an effort to clearly establish the control, <br />training, team standards, and hold harmless agreements between the participating <br />agencies regarding the Redwood City Police Department's Special Weapons and <br />Tactics team. Individually, none of the agencies may have sufficient SWAT <br />personnel to handle certain tactical situations. By entering this MOU, the RCPD, <br />SCPD, and MPPD should have sufficient personnel to provide professional service <br />during tactical situations to each other and to other law enforcement agencies in <br />San Mateo County that may request it. This MOU does not revise, amend, or <br />supersede any mutual aid agreements or other agreements or understanding <br />between the parties. <br />Call Out Procedures: <br />If the San Carlos Police Department or Menlo Park Police Department requires <br />the use of the SWAT team, the department will contact the Communications <br />Center of the Redwood City Police Department. The dispatcher from the <br />Redwood City Police Department will then initiate a callout of the team's <br />members. <br />Tactical Scene Control: <br />Tactical command of the team will be under the authority of the Tactical <br />Commander unless the incident commander decides to the contrary. Incident <br />command of the event will be under the authority of the agency where the event is <br />taking place. <br />
