He said that his office expects to prepare implementing guidelines <br />for circumstances when an OPA is necessary so that it W)uld not be necessary <br />for developers to have to have such an agreement for no real reason, noting <br />that the reasons for an OPA W)u1d be for such situations where there is a <br />significant amount of Agency money being involved or certain legal <br />requirements exist. <br /> <br />Red ev .
