Franklin Street Project <br /> <br />1) Review and consider the responses to the "Offer to Participate" in the development of <br />the Franklin Street project; and <br /> <br />2) Authorize staff to negotiate with one or more of the respondents. Based on the <br />information provided by the respondents, staff recommends Shea/Irvine/Butler as the <br />team most able to comprehensively redevelop the entire Frankilin Street area. <br />
