CLAIRE <br /> <br />"'ISCIu-A M. ..,5t£R <br />8IU- "'""""S <br /> <br />Adjourned Meeting of <br />Board of Equalization <br /> <br />The Council of the City of Redwood City met on this date at <br />7:30 p.m. in an adjourned meeting from July 19, 1982 as the Board of <br />Directors of General Improvement District No. 1-64 with Chairman <br />Stangel presiding. <br /> <br />Directors present: <br /> <br />Biagi, Bury, Claire, Rhodes and Chairman <br />Stangel <br /> <br />Directors absent: <br /> <br />Vice Chairman Britschgi and Director Mosher <br /> <br />Officials and staff present: District/City Manager Smith, District/ <br />City Attorney Schricker, Acting District Assessor Becker, City Clerk <br />Hildebrand and representatives of American Appraisal Associates, <br />Inc. <br /> <br />Approval of Minutes <br /> <br />M/S: Bury/Biagi to approve the Board of Equalization Minutes of <br />July 19, 1982 as submitted. The motion carried unanimously with <br />Chairman Stangel abstaining. <br /> <br />PUBLIC HEARING <br /> <br />Chairman Stangel obsel"Ved that the public hearing was continued open <br />from July 19, 1982 pending receipt of requested information from the <br />appraiser. <br /> <br />Report of the City Manager and Acting Director of Finance of <br />August 2 and the Appraisal Report of American Appraisal Company of <br />August 4, 1982 were entered into the record. <br /> <br />Acting Director of Finance Becker presented overhead projections <br />illustra ting the increase in colIIDercial development in Redwood <br />Shores, but noted that residential development remains the largest <br />percentage of the Roll. <br /> <br />Ro~er Torkelson, American Appraisal Company, used overhead <br />projections showing portions of GID No. 1-64 and colIIDented on values <br />assigned to commercial, residential and raw land. <br /> <br />Councilman Biagi noted for the record that the Assessment Roll <br />refers to the state of property as it exists on March 1 and that any <br />improvements or development since that date is reflected in the Roll <br />for the following year. <br /> <br />Gre~~ Doran, 510 Marlin Drive, former President of Redwood Shores <br />Homeowners Association, stated that he had not received a copy of <br />the Assessment Roll but has spent time with the Appraiser and is <br />generally satisfied. <br /> <br />Bruce Albin, 569 Compass Circle, said he has not received a report <br />he requested and suggested that cash value should be considered <br />rather than fair market value, since sales may involve unusual <br />financing. <br /> <br />Bd.
