DES : dit 5/04/92 (046/30) <br /> O R I G I N A L 5/11/92 <br /> R E S O L U T I O N NO. 11744 <br /> RESOLUTION DESIGNATING CITY/COUNTY ASSOCIATION OF <br /> GOVERNMENTS , SAN MATEO COUNTY, AS OVERALL PROGRAM <br /> MANAGER FOR THE ALLOCATION AND EXPENDITURE OF FUNDS <br /> GENERATED PURSUANT TO ASSEMBLY BILL 434 (CH. 807 , <br /> STATS. 1991) AND ADOPTING A POLICY FOR THE <br /> ADMINISTRATION THEREOF <br /> WHEREAS , on October 10 , 1991 , the State of California <br /> enacted Assembly Bill 434 (Ch. 807 , Stats . 1991) authorizing the <br /> Bay Area Air Quality Management District to impose a fee on motor <br /> vehicles to be used for specified transportation control projects <br /> and programs to implement the California Clean Air Act of 1988 ; <br /> and <br /> WHEREAS , Section 44223 of the Health and Safety Code as <br /> amended by Assembly Bill 434 provides that not less than forty <br /> percent of the fee revenues generated in each county within the <br /> Bay Area Quality Management District shall be allocated for <br /> programs in that county to an entity designated as the overall <br /> program manager by the county board of supervisors and city <br /> councils for a majority of the cities representing a majority of <br /> the population in the incorporated area of the county; and <br /> WHEREAS , this Council desires to designate the City/County <br /> Association of Governments ("C/CAG") , of San Mateo County as the <br /> sole program manager in San Mateo County for the allocation and <br /> expenditure of funds generated pursuant to Assembly Bill 434 , <br /> according to the terms and conditions of the attached policy <br /> entitled, "City/County Association of Governments : Policy on <br /> Administration of AB 434" ; <br />
