By submitting the speaker’s <br />card, the Mayor will recognize you at the appropriate time. In order to afford all members <br />of the public the opportunity to address the City Council, a speaker shall not exceed 3 <br />minutes. The time allotted might be less than 3 minutes, at the discretion of the Mayor, to <br />assure that the City Council has adequate time to complete its work as set forth on an <br />agenda. <br /> <br />The City Council believes that late night meetings deter public participation, can affect the <br />Council’s decision-making ability, and can negatively affect staff performance for the <br />remainder of the business week.
