04/23/2018 RESOLUTION NO. 15655 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY 1) APPROVING THE CONTRACT DOCUMENTS AND AWARDING THE STANDARD FORM CONTRACT 00520 FOR THE REDWOOD CITY SCHOOL DISTRICT - SAFE ROUTES TO SCHOOL PROJECT TO SPOSETO ENGINEERING, INC. OF LIVERMORE, CA FOR THEIR RESPONSIVE AND RESPONSIBLE LOW BASE BID OF $728,066.40, AND 2) AUTHORIZING THE CITY MANAGER TO INCREASE THE CONTRACT AMOUNT, IF NECESSARY, UP TO 10% OF THE AMOUNT AWARDED, AND 3) FINDING THAT THE PROJECT IS EXEMPT FROM THE REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) UNDER CEQA GUIDELINES SECTION 15302 (REPLACEMENT OR RECONSTRUCTION), AND 4) APPROVING AN APPROPRIATION AMENDMENT TO THE FISCAL YEAR 2017-2018 VARIOUS TRANSPORTATION GRANTS FUND TO INCREASE REVENUES AND EXPENDITURES BY $46,220.00 WHEREAS, on January 27th, 2014 the City Council authorized staff to apply for Transportation Development Act (TDA) Article 3 grant funding for the Redwood City School District - Safe Routes to School Project; and WHEREAS, the Metropolitan Transportation Commission (MTC) has awarded the City a TDA Article 3 grant in the amount of $46,220.00 for the Redwood City School District — Safe Routes to School Project; and WHEREAS, the City completed the advertising and bidding process in accordance with City requirements for the Redwood City School District - Safe Routes to School Project; and WHEREAS, Sposeto Engineering, Inc. of Livermore, California, is the lowest responsive and responsible bidder from the bid opening on March 28th, 2018 for their low base bid of $728,066.40; and WHEREAS, the City Council wishes to approve the contract documents and award the standard form contract to Sposeto Engineering, Inc. of Livermore, California, to construct the Redwood City School District - Safe Routes to School Project, to ATTY/RES0.0028/CC RESO AWARDING A CONTRACT FOR RWC SCHOOL DISTRICT SAFE ROUTES RESOLUTION NO, 15655 REV: 04-16-18 PR MUFF NO. 304 Page 1 of 2
