06/11/2018 <br />RESOLUTION NO. 15674 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />TO AMEND THE CITY'S GENERAL PLAN MIXED USE — DOWNTOWN LAND <br />USE DESIGNATION FOR THE 851 MAIN STREET PROJECT <br />WHEREAS, on January 24, 2011, the City Council adopted Resolution No. 15088 to <br />amend the City's General Plan to achieve consistency between the General Plan Mixed Use - <br />Downtown land use designation and newly -adopted Downtown Precise Plan; and <br />WHEREAS, the General Plan Mixed Use - Downtown land use designation includes <br />development standards as follows: <br />• Maximum density: No limit on density, with a maximum capacity of 2,500 <br />additional units <br />• Height: 3-12 stories <br />• Maximum intensity: No limit on FAR, with a maximum capacity of 600,000 <br />square feet of nonresidential space <br />WHEREAS, the General Plan Mixed Use — Downtown maximum intensity limit of 600,000 <br />square feet of nonresidential space includes the Downtown Precise Plan (DTPP) Maximum <br />Allowable Development (MAD) caps of 500,000 square feet for new office floor area and 100,000 <br />square feet for new retail floor area; and <br />WHEREAS, previously entitled development projects located within the DTPP Plan area <br />have exhausted the square footage available under the MAD cap for new office floor area; and <br />WHEREAS, on November 25, 2014, The Acclaim Companies (Applicant), submitted an <br />application for a General Plan Amendment, Downtown Precise Plan Amendment, Tentative <br />Parcel Map, Use Permit, and Downtown Planned Community Permit including ten Guideline <br />deviations and a historic preservation standard exception, to develop an office and retail mixed <br />use project located at 851 Main Street, (Project), which is located within the DTPP area; and <br />WHEREAS, the 851 Main Street Project exceeds the DTPP MAD cap for new office floor <br />area and the General Plan Mixed Use — Downtown maximum intensity for new nonresidential <br />space; and <br />WHEREAS, the Applicant is seeking to amend the General Plan Mixed Use — Downtown <br />maximum intensity for new nonresidential space as follows: <br />Maximum intensity: No limit on FAR, with a maximum capacity of 608;008 674.667 <br />square feet of additional non-residential space (574.667 for office /74.667 of which to <br />be located at 851 Main Street) and 100.000 for retail) <br />WHEREAS, on March 27, 2017, the City Council held a duly noticed public hearing and <br />initiated a General Plan Amendment and Downtown Precise Plan Amendment to allow the <br />Applicant to move forward through the project analysis and public hearing entitlement process; <br />and <br />ATTY/RE50.0049/CC RESO AMENDING THE CITY'S GENERAL PLAN —851 MAIN STREET PROJECT RESO.
