07/23/2018 <br />RESOLUTION NO. 15691 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY APPROVING THE CITYWIDE TRANSPORTATION <br />PLAN, "RWCMOVES" <br />WHEREAS, the proposed Citywide Transportation Plan, "RWCmoves" or the <br />"Plan," is a policy document that builds off of the General Plan and is a guiding <br />document with recommended actions to be further analyzed and processed after Plan <br />adoption; and <br />WHEREAS, the Plan includes a vision statement, goals, and strategies to <br />improve Redwood City's transportation system based on an analysis of existing <br />conditions, application of best practices, and community input; and <br />WHEREAS, on February 12, 2018, the City Council held a study session on the <br />draft Plan and provided feedback to staff; and <br />WHEREAS, on March 13, 2018, the Complete Streets Advisory Committee <br />(CSAC) held a study session to review feedback on the draft Plan and to provide input <br />on proposed Plan modifications and on the project prioritization system to better reflect <br />community concerns; and <br />WHEREAS, on July 23, 2018, the City Council considered the draft Plan along <br />with oral and written public testimony and all other related documents and evidence in <br />the public record. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br />Section 1. The recitals set forth above are true and correct, and are hereby <br />incorporated herein by this reference as if fully set forth in their entirety. <br />Section 2. The City Council hereby finds that the proposed Plan is in the public <br />interest and consistent with the Redwood City General Plan. The proposed Plan is <br />located at www.rwcmoves.com. <br />Section 3. The proposed Plan has been reviewed with respect to applicability of <br />the California Environmental Quality Act ("CEQA") and the State CEQA Guidelines <br />(California Code of Regulations, Title 14, Sections 15000 et seq.). The proposed Plan <br />falls within the requirements of Section 15262 "Feasibility and Planning Studies." The <br />Plan is a planning study which provides a series of recommendations to implement <br />the Plan's vision. Each of these recommendations will be studied and evaluated <br />independently in accordance with CEQA before acted upon. <br />Pursuant to Guidelines section 15091(e), the documents and other materials that <br />constitute the record of proceedings upon which the City Council has based its <br />ATTY/RESO.0072/CC RESO APPROVING THE CITYWIDE TRANSPORTATION PLAN RWCMOVES RESO.
