8/27/2018 <br />RESOLUTION NO. 15699 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY TO DELAY THE APPLICATION OF NEW <br />SPECIAL EVENT FEES CHARGED TO ORGANIZATIONS <br />HOSTING EVENTS OPEN TO THE PUBLIC FOR A PERIOD OF <br />SIX MONTHS AND AUTHORIZING THE CITY MANAGER TO <br />EXTEND THE DELAY FOR AN ADDITIONAL PERIOD OF SIX <br />MONTHS <br />WHEREAS, in June 2016, the City Council of the City of Redwood City <br />("City Council") hired a consultant to conduct a two-phase Comprehensive Fee <br />Study as part of the City's goal for improving cost recovery for services provided <br />during special events. The purpose of the study was to identify the true cost of <br />providing City services for special events and recommend revisions to any fees <br />associated with these special events to ensure cost recovery; and <br />WHEREAS, pursuant to the City's Fee Schedule for use of City facilities, <br />all organizations holding special events in the City are subject to certain fees <br />associated with the services provided ("Special Event Fees"); and <br />WHEREAS, the City Council held a Study Session on February 27, 2017, <br />to consider appropriate Special Event Fees from the Community Development, <br />Fire, and Police Departments; and <br />WHEREAS, on May 8, 2017, the City Council unanimously approved <br />Resolution 15583 amending and adopting certain Special Event Fees for the <br />Community Development, Fire, and Police Departments; and <br />WHEREAS, on April 9, 2018, the City Council requested the formation of <br />an Ad -Hoc Committee to look into Special Event Fees; and <br />WHEREAS, the City Council recognizes that the application of new <br />Special Event Fees should be delayed for organizations that host events open to <br />the public while the City continues to consider revising its Special Event Fees; <br />and <br />WHEREAS, a delay in the application of Special Event Fees will be in <br />effect for a period of six (6) months upon the adoption of this resolution until <br />February 27, 2019; and <br />WHEREAS, the City Council wishes to authorize the City Manager to <br />extend the delay of applying Special Event Fees to organizations that host <br />events open to the public for an additional period of six months until August 27, <br />2019 in order to allow the City Council's Ad Hoc Committee to provide <br />recommendations to the full Council; and <br />ATTY/RESO.0083/ CC RESO TO DELAY APPLICATION OF CERTAIN SPECIAL EVENT FEES RESO.
