<br />PARK AND RECREATION COMMISSION <br /> <br />MINUTES OF WEDNESDAY, APRIL 26, 2006 <br /> <br />COMMISSIONERS PRESENT: Chairperson Slusser, Vice Chairperson White, <br />Commissioners Joseph, Morton, Swope, and Truscelli <br /> <br />COMMISSIONERS ABSENT: None <br /> <br />GUESTS PRESENT: Joel Sargent, Paul Powers, Teifion Rice-Evans and <br />Rebecca Benassini of Economic and Planning Systems (EPS), Joan Chaplick <br />of MIG, Inc. <br /> <br />STAFF PRESENT: Director Corinne Centeno, Superintendents Gary Hover <br />and Chris Beth, Administrative Assistant Denise Monroe, Assistant City <br />Attorney Joe Aranda, Gary Bonte of Community Development Department <br /> <br />Chairperson Slusser called the regular meeting of the Park and Recreation <br />Commission to order at 7:30pm in Room 1 of the Community Activities <br />Building, 1400 Roosevelt Avenue, Redwood City, California. <br /> <br />APPROVAL OF MINUTES <br /> <br />The minutes of the March meeting were approved as mailed. <br /> <br />CORRESPONDENCE <br /> <br />There was no correspondence. <br /> <br />ITEM 1 – PRESENTATION ON PROPOSED PARK DEVELOPMENT <br />ORDINANCE <br /> <br />Superintendent Gary Hover reviewed the progress of the proposed park <br />development ordinance (PDO) with the Commissioners. They also received a <br />copy of a technical report and Nexus Study developed by the consultants. <br />Superintendent Hover confirmed that no action will be taken by the <br />Commission this evening, and that the Commission would like to hear public <br />comment regarding the proposed PDO. <br /> <br />Joan Chaplick of MIG, Inc. spoke about the proposed park impact fee of the <br />park development ordinance and reviewed the outcomes of the proposed <br />ordinance, goals for the park impact fee, key elements of the park impact fee <br />study, definitions of active parkland, and key elements of the study. Teifion <br />Rice-Evans and Rebecca Benassini of EPS, Inc. spoke about the Nexus Study <br />and gave an overview of the study, fee calculation methodology, park <br />standards, land/improvement costs, development program and population, <br />developments to be charged; a summary of the program, and the maximum <br />fee calculation for developments.
