In establishing such salary rate, the City Manager shall make his determination upon consideration of the appointee's experience, education, ~'-- knowledge of the particular duties required, personal fitness for the position, and such other criteria reasonably related to such determination as the Manager deems appropriate." SECTION 2. This ordinance shall be effective 30 days after its adoption. * * * rH
