<br />12/05/2006 <br /> <br />ORIGINAL <br />RESOLUTION NO. 14751 <br /> <br />RESOLUTION AUTHORIZING APPLICATION FOR AND ACCEPTANCE OF UP TO <br />$153,000 FROM THE CALIFORNIA DEPARTMENT OF TRANSPORTATION AND <br />PROVIDING MATCHING FUNDS OF UP TO $17,000 ($8,500 CASH MATCH AND <br />$8,500 IN-KIND) FOR THE FAIR OAKS ACCESS AND IMPROVEMENT STUDY FOR <br />COMMUNITY MOBILITY <br /> <br />WHEREAS, the Redevelopment Agency of Redwood City applied for and was awarded <br />$153,000 from California Department of Transportation (Caltrans) Environmental Justice Planning <br />Grant to partially fund a $170,000 mobility improvement study known as the "Fair Oaks Access and <br />Improvement Study for Community Mobility", or the "project"; and <br /> <br />WHEREAS, a local matching fund of 10 percent is required (one-half may be in-kind and one- <br />half must be local funding); and <br /> <br />WHEREAS, the proposed project is within the boundaries of the Redwood City <br />Redevelopment Project Area and its planning study will contribute to the Agency's goals and <br />objectives for the Project Area; and <br /> <br />WHEREAS, local matching funds are available from the Redevelopment Agency in an amount <br />not to exceed $17,000 (up to $8,500 cash match and up to $8,500 in-kind) for tasks including, but not <br />limited to community meetings, conceptual designs, bilingual translation, staff time, and photocopying <br />for the project; and <br /> <br />WHEREAS, the Redevelopment Agency seeks to combine its resources and respective grant <br />funding in order to conduct the analysis, public outreach, concept plan designs, childcare service, cost <br />estimates, and renderings for the project; and <br /> <br />WHEREAS, the project will be of benefit to the Redwood City Project Area and the immediate <br />neighborhood in which the project is located, there are no other reasonable means of financing the <br />project other than the Redevelopment Agency, and the project will assist towards the elimination of <br />blighting conditions inside the Redwood City Project Area; and <br /> <br />RESOLVED: That the Agency hereby finds and determines as follows: <br /> <br />That the project will benefit the Redwood City Project Area by assisting to eliminate blight in public <br />areas of the Project Area, improving pedestrian and vehicular safety in the Project Area, improving <br />traffic conditions in the Project Area, and enhancing the aesthetic and functional appeal of the Project <br />Area for property owners, residents, and workers; and further finds that the project is consistent with <br />the implementation plan adopted for the Project Area; <br /> <br />That no other reasonable means of financing the Fair Oaks Access and Improvement Study for <br />Community Mobility is available to the City other than Redevelopment Agency funding; and <br /> <br />A TTY /RESOIRESO.1665 <br />112706 <br /> <br />14751 <br />Formerly muff# 505 <br /> <br />1 <br /> <br />
