<br />DES:djy 08/2l/89 <br /> <br />(Ol4/26) <br /> <br />ORIGINAL <br /> <br />RES 0 L UTI 0 N <br /> <br />N O. ll13 5 <br /> <br />ORIGtNl\L <br /> <br />RESOLUTION APPROVING THE SAN MATEO COUNTY HAZARDOUS <br />WASTE MANAGEMENT PLAN <br /> <br />WHEREAS, the quality of life in California is based upon a <br /> <br />large variety of consumer goods, and the complex industrial and <br /> <br />manufacturing processes that produce these goods also generate <br /> <br />waste byproducts, some of which are hazardous to the public <br /> <br />health and environment; and <br /> <br />WHEREAS, safe and responsible management of hazardous waste <br /> <br />is one of the most important environmental problems facing the <br /> <br />state; and <br /> <br />WHEREAS, California's present system for managing hazardous <br /> <br />waste relies heavily on land disposal of untreated hazardous <br /> <br />waste, an approach that has proven unacceptable and will be <br /> <br />prohibited in 1990; and <br /> <br />WHEREAS, there exists a statewide need to site hazardous <br /> <br />waste treatment facilities whereby hazardous waste can be <br /> <br />recycled or rendered less hazardous through carefully controlled <br /> <br />industrial processes; and <br /> <br />WHEREAS, safe and responsible management of hazardous waste <br /> <br />also requires improved programs stressing waste reduction, <br /> <br />regulatory <br /> <br />compliance, <br /> <br />and <br /> <br />the <br /> <br />needs <br /> <br />of <br /> <br />small <br /> <br />quantity <br /> <br />generators, including households; and <br /> <br />WHEREAS, in 1986, the State legislature enacted AB 2948, <br /> <br />known as the Tanner Bill, which recognizes that hazardous waste <br /> <br />management is a responsibility which must be shared by all <br />
