01/24/2011 <br /> ORIGINAL <br /> RESOLUTION NO. 15086 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br /> CITY CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT <br /> FOR THE DOWNTOWN PRECISE PLAN <br /> WHEREAS, the Project is the adoption and implementation of a new Downtown <br /> Precise Plan, copies of which are on file and made available at the Office of the City <br /> Clerk, and which is incorporated herein by this reference. The proposed Downtown <br /> Precise Plan shall include text and exhibits on, among other things, Community Intent <br /> and Guiding Principles; Development Regulations; City Activities; and Historic <br /> Resources Preservation Strategy; and <br /> WHEREAS, pursuant to the requirements of the California Environmental Quality <br /> Act ( "CEQA ") and its implementing regulations (the "CEQA Guidelines "), the City . <br /> prepared a Draft Environmental Impact Report ( "Draft EIR ") to evaluate the potential <br /> environmental impacts of the adoption and implementation of the proposed Downtown <br /> Precise Plan; and <br /> WHEREAS, the Draft EIR was published and circulated for public review and <br /> comment beginning on August 31, 2010, and ending on November 5, 2010. The Draft <br /> EIR was filed with the State Office of Planning & Research under State Clearinghouse <br /> No. 2006052027; and <br /> WHEREAS, on September 21, 2010, and October 26, 2010, the Planning <br /> Commission held duly noticed public hearings to receive public comment on the Draft <br /> EIR; and <br /> WHEREAS, the City prepared written responses to the comments received <br /> during and immediately following the public review and comment period and included <br /> these responses in a separate volume entitled "Final Environmental Impact Report for <br /> the Redwood City Downtown Precise Plan — Responses to Comments and Revisions to <br /> the Draft EIR" which together with the Draft EIR constitutes the Final Environmental <br /> Impact Report ( "Final EIR "), and also prepared a Mitigation Monitoring and Reporting <br /> Program ( "MMRP ") pursuant to the requirements of CEQA and the CEQA Guidelines; <br /> and <br /> WHEREAS, on December 14, 2010, a duly noticed public hearing of the <br /> Planning Commission was held to consider recommendations to the City Council <br /> regarding the Final EIR, the MMRP, and the proposed Downtown Precise Plan; and <br /> WHEREAS, at the December 14 public hearing, the Planning Commission <br /> recommended certification of the Final EIR and adoption of the MMRP and the <br /> ATTY /RESO /RESO.2092 Reso. # 15086 <br /> 011911 Muff # 601 <br /> 1 <br />
