05/23/2016 <br /> RESOLUTION NO. 15495 <br /> RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br /> CITY AMENDING SECTION 2.0.4 OF THE DOWNTOWN PRECISE PLAN <br /> TO RESERVE 15 PERCENT OF THE MAXIMUM ALLOWABLE <br /> RESIDENTIAL DEVELOPMENT FOR AFFORDABLE HOUSING <br /> WHEREAS, the Downtown Precise Plan (DTPP) stipulates the maximum <br /> allowable development for residential units; and <br /> WHEREAS, the Housing Element of the General Plan has policies to ensure <br /> adequate housing sites for regional housing needs; and <br /> WHEREAS, the Urban Form and Land Use Element of the General Plan <br /> encourages a range of housing options and affordability levels in the Downtown; and <br /> WHEREAS, City Council at their public hearing of October 26, 2015 directed staff <br /> to prepare an amendment to reserve 15 percent of the Maximum Allowable Development <br /> for residential uses for affordable housing; and <br /> WHEREAS, Planning Commission at their public hearing of January 19, 2016 <br /> recommended that the City Council adopt an amendment and reserve 20 percent of the <br /> Maximum Allowable Development for residential uses for affordable housing; and <br /> WHEREAS, on May 23, 2016, the City Council held a duly noticed public hearing <br /> to consider an amendment to the DTPP to reserve 15 percent of the Maximum Allowable <br /> Development for residential uses for affordable housing. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br /> DOES ORDAIN AS FOLLOWS: <br /> Section 1. The recitals set forth above are true and correct, and are hereby <br /> incorporated herein by this reference as if fully set forth in their entirety. <br /> Section 2. The City Council hereby finds that the proposed Downtown Precise <br /> Plan amendment is in the public interest and consistent with the Redwood City General <br /> Plan. <br /> Section 3. This proposed amendment has been reviewed with respect to <br /> applicability of the California Environmental Quality Act ("CEQA") and the State CEQA <br /> Guidelines (California Code of Regulations, Title 14, Sections 15000 et seq.).
