04/24/2017 <br />RESOLUTION NO. 15581 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY APPROVING ANNUAL ACTION PLAN OF THE <br />CONSOLIDATED PLAN AND APPLICATION FOR FEDERAL <br />ASSISTANCE (COMMUNITY DEVELOPMENT BLOCK GRANT AND <br />HOME INVESTMENT PARTNERSHIP FUNDS); CERTIFYING THAT <br />THE CITY HAS FOLLOWED ITS ADOPTED COMMUNITY <br />PARTICIPATION PLAN; AND AUTHORIZING EXECUTION AND <br />FILING OF ALL DOCUMENTS PERTAINING THERETO (FISCAL <br />YEAR 2017-2018) <br />WHEREAS, the Community Development Block Grant (CDBG) Program <br />authorized pursuant to Title I of the Housing and Community Development Act of 1974 <br />(P.L. 93-383), as amended ("the Act"), requires that jurisdictions receiving federal funds <br />develop a Consolidated Plan and provides for the issuance of grants in order to attain <br />the objective of the development of viable urban communities, by providing decent <br />housing and a suitable living environment and expanding economic opportunities, <br />principally for persons of low or moderate income; and <br />WHEREAS, the City has prepared a three-year Consolidated Plan and FY 17/18 <br />represents the third and final year of the Consolidated Plan; and <br />WHEREAS, the Consolidated Plan is carried out through Annual Action Plans, <br />which provide a concise summary of the actions, activities, and the specific federal and <br />non-federal resources that will be used each year to address the priority needs and <br />specific goals identified by the Consolidated Plan; and <br />WHEREAS, there has been presented to, and reviewed by this Council, an <br />Annual Action Plan, and an application to the United States Department of Housing and <br />Urban Development for a Community Development Block Grant in the amount of <br />approximately Six Hundred Seventy Five Thousand Dollars ($675,000) and Home <br />Investment Partnership Program (HOME) funds in the amount of Two Hundred and Ten <br />Thousand Dollars ($210,000) (the "Application") for the period of July 1, 2017 through <br />June 30, 2018; and <br />WHEREAS, there has been prepared by the Planning Manager a Notice of <br />Exemption determining that administration of the proposed CDBG and HOME <br />ATTY/RESO.0038/ CC RESO ANNUAL ACTION PLAN—CDBG AND HOME PROGRAMS—FY17/18 RESO.
