05/08/2017 <br />RESOLUTION NO. 15582 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT FOR THE <br />CALIFORNIA WAY WATER TANK, PUMP STATION AND PIPELINE PROJECT; <br />ADOPTION OF CEQA FINDINGS; AND ADOPTION OF A MITIGATION <br />MONITORING AND REPORTING PLAN, ALL IN ACCORDANCE WITH THE <br />REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT <br />AND SELECTING THE HILLSIDE ALTERNATIVE PROJECT <br />WHEREAS, the City's 2011 Water System Master Plan identified a water storage deficit <br />and recommended a new water storage tank for the California Zone at the California Way site. <br />The proposed project includes the construction of a new 750,000 gallon water tank on the City - <br />owned site at the corner of California Way and Tum Suden Way; replacement of an existing on- <br />site pump station; replacement of an existing pipeline and construction of a new pipeline to connect <br />the new water tank (the "Proposed Project"); and <br />WHEREAS, the City determined that the Proposed Project required the preparation of an <br />Environmental Impact Report ("EIR"), pursuant to the requirements of the California <br />Environmental Quality Act (Public Resources Code Section 21000 et seq.; hereafter, "CEOX), <br />and the Guidelines for Implementation of the California Environmental Quality Act (Title 14, <br />Sections 15000 et seq. of the California Code of Regulations; hereafter, the "CEQA Guidelines"); <br />and <br />WHEREAS, the Draft EIR for the Proposed Project ("DEIR") was circulated for public <br />review and comment for 45 days beginning on July 20, 2016 and ending on September 6, <br />2016, and was filed with the State Office of Planning & Research under State Clearinghouse <br />No. 2013072072: and <br />WHEREAS, the EIR evaluated the Proposed Project and five design alternatives, with the <br />Hillside Alternative reducing the visual prominence of the tank from the adjacent residences more <br />than any of the other alternatives by shifting the tank 135 feet from California Way into the hillside <br />(the "Hillside Alternative Project"); and <br />WHEREAS, on August 30, 2016, the Planning Commission held a public hearing and <br />received public testimony on the DEIR. The City received written and public testimony from the <br />public during the DEIR public review period; and <br />WHEREAS, the City prepared written responses to the comments received during the <br />comment period, which together with the Mitigation Monitoring and Reporting Program and the <br />DEIR constitutes the Final EIR ("FEIR"); and <br />WHEREAS, no significant new information has been added to the EIR after public notice of <br />Page 1 of 28 <br />ATTY/ RESO.0043/CC RESO HILLSIDE ALTERNATIVE PROJECT RESO.
