06/26/2017 <br />RESOLUTION NO. 15604 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AMENDING AND ADOPTING CERTAIN FEES AND CHARGES <br />FOR PUBLIC WORKS SERVICES, SUPERSEDING SECTION 5 OF <br />RESOLUTION 15381; AND SUPERSEDING CERTAIN PREVIOUSLY <br />ADOPTED FEES <br />WHEREAS, the City Council of the City of Redwood City ("City") is empowered to <br />impose reasonable fees, rates, and charges to offset the costs for municipal services; <br />and <br />WHEREAS, the City Council has, through prior actions, adopted various fees and <br />charges requested by the City's Public Works Services Department; and <br />WHEREAS, on January 28, 2013, the City Council adopted Resolution No. 15243, <br />which established certain fees for the cross -connection control program; and <br />WHEREAS, on November 17, 2014, the City Council adopted Resolution No. <br />15381, Section 5 of which established certain fees and charges for an electric -charging <br />parking program; and <br />WHEREAS, the City has conducted an extensive analysis of its services to ensure <br />that user fees charged for services reflect the actual costs to the City and the City's <br />taxpayers in providing those services; and <br />WHEREAS, Matrix Consulting Group conducted a Cost of Services (User Fee) <br />Study with respect to certain user fees in order to determine the cost to the City of <br />providing such services and provided a final report to the City dated June 16, 2017 (the <br />"Matrix Study"); and <br />WHEREAS, the Matrix Study demonstrated that the City's current fees for services <br />provided by the City's City Clerk Department, Finance Division of Administrative Services <br />Department (the "Finance Division"), Library Department, Parks, Recreation and <br />Community Services Department, and Public Works Services Department were, in the <br />aggregate, insufficient to cover the costs of providing such services; and <br />Page 1 of 3 <br />ATTY/RESO.0066/CC RESO ADOPT FEES FOR PWS RESO.
