07/24/2017 RESOLUTION NO. 15609 A RESOLUTION OF THE COUNCIL OF THE CITY OF REDWOOD CITY AUTHORIZING THE INSTALLATION OF ONE NEW SPEED HUMP ON FERNSIDE STREET BETWEEN MCGARVEY AND ROOSEVELT AVENUES AND REPLACEMENT OF THE TWO TEMPORARY SPEED HUMPS ON FERNSIDE STREET BETWEEN CARSON AND GOODWIN STREETS WITH PERMANENT SPEED HUMPS WHEREAS, the City of Redwood City Policy and Guidelines for Residential Traffic Calming (the "Guidelines") state the following Objectives: • To promote safe and pleasant conditions for people who live, walk, bike, and drive on neighborhood streets, To reduce the average speed of traffic on local neighborhood streets, • To reduce the amount of cut -through traffic on local neighborhood streets, • To preserve and enhance walking and biking access to neighborhood destinations, • To facilitate resident involvement in neighborhood traffic management activities, WHEREAS, the Guidelines also state the following Policies: Through -traffic should be routed to the major roadways, whenever possible (to reduce the average speed of traffic on local neighborhood streets) • The amount of rerouted traffic that is acceptable as a result of a traffic calming project should be defined on a project -by -project basis • Emergency vehicle access must be preserved • Each traffic calming measure will be planned and designed in conformance with sound engineering and planning practices • Uniform procedures will be followed in the processing and prioritization of neighborhood traffic calming requests WHEREAS, an engineering study performed to evaluate conformance to these objectives has determined no alternative measures are more appropriate to address the identified traffic concerns, and that installation of speed humps is compatible with the overall traffic considerations for the area; and WHEREAS, the investigation of City staff has confirmed the existence of these conditions at the subject site; and WHEREAS, as the lead agency, the City has determined that the proposed project qualifies for a categorical exemption as a minor alteration to an existing facility under California Environmental Quality Act (CEQA) Guidelines Section 15301.
