12/03/2018 <br />RESOLUTION NO. 15719 <br />A RESOLUTION OF THE COUNCIL OF THE CITY OF REDWOOD CITY <br />APPROVING GUIDING PRINCIPLES FOR EVALUATING NEIGHBORHOOD <br />COMPATIBILITY <br />WHEREAS, the City of Redwood City ("City") controls the discretionary review of <br />development projects in part through the issuance of Architectural Permits, pursuant to Article <br />45 of the Zoning Ordinance. Specific projects within the Residential — Single Family zoning <br />districts require the issuance of an Architectural Permit prior to the issuance of building permits; <br />and <br />WHEREAS, decisions regarding an Architectural Permit are based upon findings <br />pursuant to Zoning Ordinance Section 45.4; and <br />WHEREAS, Architectural Permit Finding C requires that the proposed "structure <br />conforms to the general character of other structures in the vicinity insofar as the character can <br />be ascertained and is found to be architecturally desirable;" and <br />WHEREAS, the City Council held a Study Session on July 23, 2018 to consider <br />neighborhood compatibility and the design review process for major additions and new single <br />family homes and directed staff to draft design factors for evaluating neighborhood compatibility <br />as required in Architectural Permit Finding C for City Council approval; and <br />WHEREAS, the City Council held a Study Session on November 19, 2018 and reviewed <br />the draft design principles that would be used in determining compatibility with neighborhood <br />character and provided comments to staff. <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY, AS FOLLOWS: <br />1. The City Council hereby approves guiding principles for evaluating neighborhood <br />compatibility for residential development, which is attached hereto as "Exhibit A" and <br />incorporated herein by reference.
