The Water System Master Plan includes
the groundwork for an integrated seismic improvement program that prioritizes projects
based on criticality, funding levels, cost benefit ratios, and the City's level of service
expectations; and
WHEREAS, the master plan ranked seismic improvement projects as the highest
priority among the identified capital improvement projects; consequently, staff
recommends they be implemented first.
Recommended projects include:
• Strengthen the existing pile foundation of the Peninsula No. 2 Water Tank to
resist seismic forces.
• Strengthen the wood roof of the Carson Reservoir to prevent the collapse of the
roof into the reservoir.
• Provide isolation valves and standpipes in the Redwood Shores region to allow
for rapid resumption of water service following earthquake related damage to the
water pipes in that region.
• Anchor essential equipment in pump stations.
• Provide flexible piping connections and/or improve anchorage at Glenloch,
Easter Cross, Cambridge 1&2, Easter Bowl, and Wilmington Tanks to
accommodate potential tank uplift or sliding.
WHEREAS, since 2011, in accordance with the City Council's Grant
Management directives, staff has been aggressively pursuing grant funding from FEMA
to assist in accomplishing City capital improvement goals and objectives. The FEMA
Hazard Mitigation Grant Program would allow the City to complete the above-mentioned
essential seismic retrofit work with no on-going impacts on City finances and
administration; and
ATTY/RESO.0114/APPROVING AN APPROPRIATION WITHIN THE RWC CAPITAL PROJECTS FUND RESO NO, 15727
REV: 12-10-18 VR MUFF NO. 505
