07/28/2003 <br />ORIGINAL <br />RESOLUTION NO. 14545 <br />FINDING THAT THE USE OF RECYCLED WATER FOR LANDSCAPE <br />IRRIGATION IS SAFE, IS ENVIRONMENTALLY RESPONSIBLE AND <br />CAN CONTRIBUTE TO THE HEALTH, SAFETY AND WELFARE OF <br />REDWOOD CITY <br />THIS RESOLUTION is adopted in light of the following facts and circumstances <br />which the City Council finds to exist: <br />WHEREAS, Redwood City has a relatively low level of water reliability. The <br />Urban Water Management Plan, required by California Water Code Sections 10610 et <br />seq., as most recently amended in May 2003, states: <br />"The City is in a high risk, low reliability situation at this time. <br />The City has one of the lowest levels of reliability of the 29 <br />[wholesale water customers of the San Francisco Public <br />Utilities Commission] ... when the SFPUC declares a water <br />shortage, Redwood City will be required to make relatively <br />large water use cutbacks... Assuming the City does not <br />implement new water conservation programs or develop new <br />water supplies, the frequency and magnitude of the cutbacks <br />will increase as [the other 28 wholesale customers] use <br />more water in the future." <br />AND, WHEREAS, the Urban Water Management Plan also demonstrates that <br />implementing the many active and aggressive water conservation measures now in <br />place or planned will not be sufficient to bring the City's water supply and demand into <br />balance; and <br />WHEREAS, based on the Urban Water Management Plan, the City cannot <br />realistically expect to purchase supplementary water supplies from third parties to offset <br />severe rationing during periods of water shortage; and <br />WHEREAS, staff analyses indicate that local groundwater resources are <br />insufficient and of low quality and that there are significant cost and environmental <br />issues associated with desalination; and <br />WHEREAS, there are serious consequences for the City if these deficiencies in <br />our water supply are not addressed.
