05/09/2005 <br />ORIGINAL <br />RESOLUTION NO. 14641 <br />RESOLUTION APPROVING COMMUNITY DEVELOPMENT BLOCK <br />GRANT PROGRAM CONSOLIDATED PLAN (2005 -2010) AND <br />APPLICATION FOR FEDERAL ASSISTANCE (COMMUNITY <br />DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT <br />PARTNERSHIP FUNDS); CERTIFYING THAT THE CITY HAS <br />FOLLOWED ITS ADOPTED CITIZEN PARTICIPATION PLAN; AND <br />AUTHORIZING EXECUTION AND FILING OF ALL DOCUMENTS <br />PERTAINING THERETO (FISCAL YEAR 2005 - 2006) <br />WHEREAS, the Community Development Block Grant Program authorized <br />pursuant to Title I of the Housing and Community Development Act of 974 (P.L. 93- <br />383), as amended ( "the Act "), requires that jurisdictions receiving federal funds develop <br />a Consolidated Plan and provide for the issuance of grants in order to attain the <br />objective of the development of viable urban communities by providing decent housing <br />and a suitable living environment, and expanding economic opportunities, principally for <br />persons of low or moderate income; and <br />WHEREAS, the City Council has received and reviewed the Redwood City <br />Consolidated Plan and desires to submit an Application to the United States <br />Department of Housing and Urban Development for a Community Development Block <br />Grant in the amount of approximately Eight Hundred Thirty -Four Thousand, Fifty -Three <br />Dollars ($834,053) and HOME Investment Partnership funds in the amount of Four <br />Hundred Forty -Four Thousand, Two Hundred Eight -Six Dollars ($444,286) for the <br />period of July 1, 2005 through June 30, 2006; and <br />WHEREAS, the Director of Community Development has prepared a Notice of <br />Determination determining that the proposed Community Development Block Grant <br />Program and approval of the Consolidated Plan, as set forth in the aforesaid <br />application, is exempt from the requirements of NEPA and CEQA as a ministerial <br />project, and does not have a significant effect on the environment, and a notice of such <br />determination was filed with the County Clerk of San Mateo County; and <br />WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City <br />has followed its Citizen Participation Plan as part of the process for determining how the <br />grant funds will be used, and <br />WHEREAS, this Council desires to approve the Consolidated Plan and <br />Application for a Community Development Block Grant and to authorize the execution of <br />all documents pertaining thereto, including all understandings and assurances <br />connected therewith. <br />Atty /Reso /Reso.1534 14641 <br />050305 1 Muff # 301 <br />
