<br />06/19/2006 <br /> <br />ORIGINAL <br /> <br />RESOLUTION NO. 14716 <br /> <br />RESOLUTION OF THE CITY COUNCIL OF REDWOOD CITY, <br />REDWOOD CITY REDEVELOPMENT AGENCY BOARD OF <br />DIRECTORS, AND THE CITY OF REDWOOD CITY PUBLIC <br />FINANCING AUTHORITY BOARD OF DIRECTORS, HEREINAFTER <br />"AGENCIES", SPECIFIYING OFFICIAL FUNCTIONS FOR WHICH <br />REIMBURSEMENT OF COSTS OF ATTENDANCE IS AUTHORIZED <br />AND APPROVING A REIMBURSEMENT POLICY FOR THEIR <br />RESPECTIVE MEMBERS <br /> <br />WHEREAS, the City of Redwood City ("City") has adopted Administrative Policy <br />No.6 regarding Travel allowance for overnight stay outside of the Bay Area on City <br />business; and <br /> <br />WHEREAS, Chapter 700 of the 2005 California Statutes requires the respective <br />Agencies to specify what official functions are subject to reimbursement for attendance <br />costs for members of its legislative body if a function does not fit into the three narrow <br />categories identified by the State Legislature; and <br /> <br />WHEREAS, the Agencies take its stewardship over the use of its limited public <br />resources seriously; and <br /> <br />WHEREAS, public resources should only be used when there is a substantial <br />benefit to the Agencies; and <br /> <br />WHEREAS, such benefits include but are not limited to: 1) discussing the <br />community's concerns with state and federal officials; 2) participating in regional, state <br />and national organizations whose activities affect the Agencies; 3) attending educational <br />seminars designed to improve officials' skill and information levels; 4) promoting public <br />service and morale by recognizing such service; and 5) attending in his/her official <br />capacity hearings before judicial, quasi-judicial and administrative tribunals; and <br /> <br />WHEREAS, 1) legislative and other regional, state and federal agency business <br />is frequently conducted over meals; 2) sharing a meal with regional, state and federal <br />officials is frequently the best opportunity for a more extensive focused and <br />uninterrupted communication about the respective Agencies policy concerns; and 3) <br />each meal expenditure must comply with the limits and reporting requirements of local, <br />state and federal law; and <br /> <br />WHEREAS, this policy provides guidance to members of each of the Agencies <br />legislative bodies on the use and expenditure of Agencies resources, as well as the <br />standards against which those expenditures will be measured; and <br /> <br />Atty/Reso/Reso.1625 <br />060606 <br /> <br />1 <br /> <br />14716 <br />Muff # 205 <br />
