<br />04/28/2008 <br /> <br />ORIGINAL <br /> <br />RESOLUTION NO. 14859 <br /> <br />RESOLUTION APPROVING AN EXCHANGE OF REGIONAL HOUSING <br />ALLOCATION BETWEEN THE CITY OF REDWOOD CITY AND THE <br />TOWN OF WOOSIDE AS MEMBERS OF THE SAN MATEO <br />COUNTYWIDE SUB-REGION FOR THE REGIONAL HOUSING NEEDS <br />ALLOCATION PROCESS (RHNA). <br /> <br />WHEREAS, the Association of Bay Areas Governments (ABAG) is required by <br />State law to administer the Regional Housing Needs Allocation program in the Bay <br />Area; and <br /> <br />WHEREAS, changes to the Housing Element law in 2004 allow ABAG to <br />delegate administration of the program to local jurisdictions that create sub-regions for <br />the purposes of distributing housing need allocations among the members of the sub- <br />region; and <br /> <br />WHEREAS, all the Cities of San Mateo County and the County of San Mateo <br />adopted resolutions to form a Sub-region that was approved by ABAG in September <br />2006; and <br /> <br />WHEREAS, the San Mateo County Sub-region has completed the process, and <br />adopted a Proposed Final Allocation; and <br /> <br />WHEREAS, the Sub-region anticipated the possibility of an adjustment to the <br />Proposed Final Allocation, in the following section of the resolution (Resolution 07-02) <br />by which it adopted the Proposed Final Allocation. San Mateo County Sub-Region <br />Resolution 07-02 states: <br /> <br />"WHEREAS, the Governing Board of the Sub-region is aware that two member <br />jurisdictions, City of Woodside and Redwood City, are discussing mutually off- <br />setting (Le., zero-sum) adjustments to facilitate development of affordable <br />housing, which shall not affect the overall Final Allocation for the Sub-region or <br />any other member jurisdictions, and shall comply with the policy objectives set <br />forth in Cal. Gov. Code ~65584(d); <br /> <br />NOW THEREFORE, IT IS HEREBY RESOLVED that the San Mateo County <br />Subregion adopts the Final Allocation...; and <br /> <br />FURTHER, IT IS HEREBY DETERMINED AND ORDERED that any adjustments <br />to the Final Allocation between two member jurisdictions that affect said <br />jurisdictions only and are adopted by resolution of their respective governing <br />boards submitted to the Executive Director of the City/County Association of <br /> <br />Atty/Reso/Reso.1804 <br />040208 <br /> <br />14859 <br />formerly muff # 304 <br />
