05/21/2018 <br />ORDINANCE NO. 2445 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY APPROVING THE DEVELOPMENT AGREEMENT BETWEEN THE <br />CITY OF REDWOOD CITY AND STRADA INVESTMENT GROUP <br />WHEREAS, Strada Investment Group (the "Developer") is the owner of certain <br />real property located at 1548 Maple Street (Assessor Parcel numbers 052-532-010, <br />052-532-020 & 052-532-030), Redwood City, CA (the "Property"); and <br />WHEREAS, Government Code Section 65864 through 68569.5 provide the <br />statutory authority for development agreements between municipalities and owners of <br />real property; and <br />WHEREAS, the Developer applied for a Development Agreement (the <br />"Development Agreement") to allow for the construction of a development project upon <br />the Property consisting of 131 residential units together with open space, streets, <br />walkways, bay trail improvements and waterfront amenities, in connection with <br />Developer's proposed project at 1548 Maple Street (the "Project"); and <br />WHEREAS, the Development Agreement, among other things, provides for: (a) <br />developer to construct and maintain the Bay Trail and waterfront improvements in <br />connection with the Project; (2) developer to relocate and restore the water tank located <br />on the Property; (3) developer, at its expense, to construct and/or fund the Blomquist <br />extension from Maple Street to Redwood Creek; (4) developer to underground certain <br />utilities; (5) developer to be given a fee credit for certain improvements; and (6) <br />developer and City to enter into an Agreement for Exchange of Real Property to <br />effectuate the Blomquist extension; and <br />WHEREAS, on April 17, 2018, at a duly noticed public hearing, the Planning <br />Commission found that the Development Agreement, including the Agreement for <br />Exchange of Real Property, is consistent with the General Plan and recommended <br />approval of the Development Agreement to the City Council; and <br />WHEREAS, in compliance with the California Environmental Quality Act <br />regulations, on May 7, 2018, the City Council certified the Final Environmental Impact <br />Report for the Project; and <br />WHEREAS, on May 7, 2018, the City Council introduced an Ordinance to amend <br />the Redwood City Zoning Ordinance to rezone the Property from Tidal Plain to Mixed <br />Use Waterfront (the "Rezone Ordinance"). <br />NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />DOES HEREBY ORDAIN AS FOLLOWS: <br />ATTY/ORD.467/RC ORD —ADOPTING DEVELOPMENT AGREEMENT ORDINANCE NO. 2445 <br />REV: 04-27-18 PR MUFF NO. 601 <br />Page 1 of 3 <br />
