05/06/2019 <br />ORDINANCE NO. 2460 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AMENDING ARTICLE I (TEMPORARY STREET CLOSURES) AND <br />ARTICLE III (REGULATIONS FOR COURTHOUSE SQUARE) OF <br />CHAPTER 33A OF THE REDWOOD CITY CODE <br />WHEREAS, under California Vehicle Code section 21101(e), the City may adopt <br />rules and regulations by ordinance or resolution to temporarily close a portion of any street <br />for local special events, celebrations, parades, and other purposes when in the opinion <br />of the City or an officer or employee designated by resolution determines that the closure <br />is necessary for the safety and protection of persons who are to use that portion of the <br />street during the temporary closure; and <br />WHEREAS, Article I (Temporary Street Closures) of City Code Chapter 33A <br />establishes permitting requirements to temporarily close streets in residential areas that <br />do not exceed one City block or one intersection; and <br />WHEREAS, the proposed amendments to Article I would update the permit <br />procedures for temporary street closures; and <br />WHEREAS, Article III (Regulations for Courthouse Square) of City Code Chapter <br />33A establishes a regulatory framework for the use of Courthouse Square; and <br />WHEREAS, the proposed amendments to Article III would update the permit <br />procedures for use of Courthouse Square, delete references to the Redevelopment <br />Agency, and replace all references of the Community Development Director with the <br />Parks, Recreation and Community Services Director as the employee with the authority <br />to approve Courthouse Square Event Permits; and <br />WHEREAS, the proposed amendments to Article I and Article III of Chapter 33A <br />of the City Code set forth herein are collectively referred to as the "Ordinance <br />Amendment." <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />DOES ORDAIN AS FOLLOWS: <br />Section 1. The recitals set forth above are true and correct, and are hereby <br />incorporated herein by this reference as if fully set forth in their entirety. <br />Section 2. This proposed Ordinance Amendment has been reviewed with respect <br />to applicability of the California Environmental Quality Act ("CEQX) and the State CEQA <br />Guidelines (California Code of Regulations, Title 14, Sections 15000 et seq.).
