12/02/02 <br /> <br /> ORIGINAL <br /> ORDINANCE NO. 2239 <br /> <br /> ORDINANCE AMENDING CHAPTER 18 LOCAL <br /> IMPROVEMENTS AND PLANNING, SECTIONS 18.235 AND <br /> 18.242 OF THE REDWOOD CITY MUNICIPAL CODE <br /> <br /> WHEREAS, underground installation of utilities reduces hazards to the motoring <br />public, firefighters and construction personnel using booms and cranes; and <br /> <br /> WHEREAS, underground installation of utilities reduces the dangers of <br />electrocution, fires, and property damage resulting from wind, rain, and electrical <br />storms; and <br /> <br /> WHEREAS, underground installation of utilities tends to reduce the frequency of <br />interruptions of vitally needed public services; and <br /> <br /> WHEREAS, underground installation of utilities enhances and improves the <br />appearance of the City; and <br /> <br /> WHEREAS, in 1998 the City Council by Ordinance No. 2153, added sections <br />18.234 through 18.243 to the Redwood City Municipal Code (RCMC) to, among other <br />things, require undergrounding of utilities upon the construction of new buildings or <br />tenant improvements or the substantial remodeling of existing buildings; and <br /> <br /> WHEREAS, in 2001 the City Council amended, by Ordinance No. 2207, RCMC <br />section 18.242 to account for the high costs associated with undergrounding all utilities <br />for certain development projects; and <br /> <br /> WHEREAS, undergrounding costs remain quite expensive and can be overly <br />burdensome for new development, particularly for "smaller" new buildings; and <br /> <br /> WHEREAS, the City Council desires to clarify the definitions of commercial and <br />residential buildings and to provide an option to undergrounding upon the construction <br />of a new commercial building. <br /> <br /> NOW, THEREFORE, THE COUNCIL OF THE CITY OF REDWOOD CITY DOES <br />ORDAIN AS FOLLOWS: <br /> <br /> SECTION 1.
