12/02/02 ORIGINAL ORDINANCE NO. 2239 ORDINANCE AMENDING CHAPTER 18 LOCAL IMPROVEMENTS AND PLANNING, SECTIONS 18.235 AND 18.242 OF THE REDWOOD CITY MUNICIPAL CODE WHEREAS, underground installation of utilities reduces hazards to the motoring public, firefighters and construction personnel using booms and cranes; and WHEREAS, underground installation of utilities reduces the dangers of electrocution, fires, and property damage resulting from wind, rain, and electrical storms; and WHEREAS, underground installation of utilities tends to reduce the frequency of interruptions of vitally needed public services; and WHEREAS, underground installation of utilities enhances and improves the appearance of the City; and WHEREAS, in 1998 the City Council by Ordinance No. 2153, added sections 18.234 through 18.243 to the Redwood City Municipal Code (RCMC) to, among other things, require undergrounding of utilities upon the construction of new buildings or tenant improvements or the substantial remodeling of existing buildings; and WHEREAS, in 2001 the City Council amended, by Ordinance No. 2207, RCMC section 18.242 to account for the high costs associated with undergrounding all utilities for certain development projects; and WHEREAS, undergrounding costs remain quite expensive and can be overly burdensome for new development, particularly for "smaller" new buildings; and WHEREAS, the City Council desires to clarify the definitions of commercial and residential buildings and to provide an option to undergrounding upon the construction of a new commercial building. NOW, THEREFORE, THE COUNCIL OF THE CITY OF REDWOOD CITY DOES ORDAIN AS FOLLOWS: SECTION 1.
