The City Council <br /> does find and declare that certain areas of the city are subject <br /> to intermittent inundation which can result in loss of life, <br /> property, health and safety hazards, disruptions of commerce and <br /> public services, extraordinary public expenses for flood protec- <br /> tion and relief, and impairment of the tax base; all of which <br /> adversely affect the public health, safety and general welfare. <br /> It is the purpose of this chapter to prevent or minimize such <br /> adverse effects and to enable owners and residents of property <br /> in such special flood hazard areas to participate in the National <br /> Flood Insurance Program, established by 42 v.s.c. 4001-4128. <br /> "Section 41.3. Warning and Dis~laimer of Liability. This <br /> chapter does not imply that areas outside those designated as <br /> areas of special flood hazard, nor that uses permitted within <br /> areas designated as areas of special flood hazard will be free <br /> from flooding or flood damages. Furthermore, this chapter shall <br /> not create liability on the part of the city or of any officer or <br /> employee thereof for any damage which may result from or be related <br /> to flooding. <br /> "Section 41.4. Definitions.
