07/13/2020 <br />RESOLUTION NO. 15864 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY APPROVING AND ADOPTING THE FIVE-YEAR PERMANENT <br />LOCAL HOUSING ALLOCATION (PLHA) PLAN FOR THE 2019-2023 <br />FUNDING PERIOD; AUTHORIZING AND DIRECTING THE CITY TO <br />RECEIVE THE PLHA GRANT IN AN AMOUNT NOT TO EXCEED <br />$2,086,314; AND AUTHORIZING THE CITY MANAGER OR HER <br />DESIGNEE TO EXECUTE THE PLHA PROGRAM APPLICATION, ANY <br />SUBSEQUENT AMENDMENTS OR MODIFICATIONS, AND OTHER <br />NECESSARY DOCUMENTS <br />WHEREAS, the State of California (the "State"), Department of Housing and <br />Community Development ("Department") is authorized to provide up to $195 million under <br />the SB 2 Permanent Local Housing Allocation Program Formula Component from the <br />Building Homes and Jobs Trust Fund for assistance to Cities and Counties (as described <br />in Health and Safety Code section 50470 et seq. (Chapter 364, Statutes of 2017 (SB 2), <br />as amended); and <br />WHEREAS, the Department issued a Notice of Funding Availability ("NOFA") <br />dated February 26, 2020 under the Permanent Local Housing Allocation ("PLHA") <br />Program; and <br />WHEREAS, the City of Redwood City, a California charter city and municipal <br />corporation ("Applicant"), is an eligible Local government applying for the program to <br />administer one or more eligible activities, or a Local or Regional Housing Trust Fund to <br />whom an eligible Local government delegated its PLHA formula allocation; and <br />WHEREAS, the Department may approve funding allocations for the PLHA <br />Program, subject to the terms and conditions of PLHA guidelines (the "Guidelines"), <br />NOFA, Program requirements, the Standard Agreement and other contracts between the <br />Department and PLHA grant recipients; and <br />WHEREAS, the Applicant has prepared a five-year plan for the PLHA Program <br />that covers the funding period of 2019 to 2023 and details the manner in which allocated <br />funds will be used for eligible activities, describes how the Applicant will prioritize <br />investments that increase the supply of housing for households with incomes at or below <br />60 percent of AMI, and provides a description of how the Plan is consistent with the <br />programs set forth in the Applicant's Housing Element ("PLHA Plan"); and <br />WHEREAS, the public had an adequate opportunity to review and comment on <br />the PLHA Plan. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br />1. The PLHA Plan that covers the funding period of 2019 to 2023 is hereby adopted. <br />2. If the Applicant receives a grant of PLHA funds from the Department pursuant to the <br />above referenced PLHA NOFA, it represents and certifies that it will use all such funds <br />ATTY/RESO.0062/CC RE50 APPROVING & ADOPTNG THE 5 -YEAR PLHA RESO.
