10/12/2020 <br />RESOLUTION NO. 15890 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY 1) AUTHORIZING THE CITY MANAGER TO INCREASE THE <br />CONTRACT AMOUNT OF THE MAGICAL BRIDGE PLAYGROUND <br />PROJECT BY 3.25% OF THE AGGREGATE AMOUNT AWARDED, AND <br />2) APPROVING AN APPROPRIATION AMENDMENT TO FISCAL YEAR <br />2020-2021 PARKS IMPACT FEES FUND TO INCREASE <br />EXPENDITURES BY $220,000.00 <br />WHEREAS, on October 22, 2018, the City Council awarded the contract for the <br />Magical Bridge Playground Project to Bothman Construction in their low bid of <br />$5,553,436, and authorize the City Manager to increase the contract amount, if <br />necessary, up to 10% of the amount awarded; and <br />WHEREAS, on May 6, 2019, the City Council approved a resolution authorizing <br />the increase in the contract amount by 22% or $1,221,756, using Park Impact Fees, due <br />to Bothman Construction agreeing to include Barbara Butler as a subcontractor (for the <br />signature Playhouse, Ava's Bridge, Tree Pod, retreat huts, and benches); as well as <br />addressing unforeseen excavation, subgrade preparation, and misplaced utilities due to <br />inaccurate as -built plans from the 1970's; and <br />WHEREAS, during construction, the completion date was extended due to <br />excusable delays, and as a result, Bothman Construction incurred extended overhead <br />costs to meet the amended completion date and project costs are anticipated to exceed <br />the awarded contract amount by 3.25% or $220,000; and <br />WHEREAS, the Magical Bridge Foundation secured sponsorships for the overall <br />Playground project in the amount of $3,116,237; and <br />WHEREAS, there is available and unencumbered Park Impact Fees in Fiscal Year <br />2020-2021; and <br />WHEREAS, the City Council wishes to authorize the City Manager to increase the <br />contract amount by 3.25% of the aggregate amount awarded for a total of $6,995,192 to <br />perform construction of an acre of play area and install infrastructure for electrical <br />upgrades and safety cameras, fencing around the perimeter of the playground, and many <br />improvements beyond the footprint of the playground including new electrical <br />infrastructure for the adjacent sports field, a new parking lot and ADA drop off area for the <br />park, pedestrian and lot lighting, a new accessible entrance to the armory, improvements <br />to the aging infrastructure for the new accessible and dual -plumbed restroom, and the <br />installation of an extensive storm water system to comply with the new county regulations, <br />ATTY/RESO.0091/CC RESO AUTHORIZING CITY MANAGER TO INCREASE FUNDING TO THE MAGICAL BRIDGE PROJECT <br />RESO.
