10/26/2020 <br />ORDINANCE NO. 2489 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />ADOPTING CITY CODE CHAPTER 20, ARTICLE VII, DIVISION 16 RELATING <br />TO COMMERCIAL PERMIT PARKING <br />WHEREAS, the City of Redwood City ("City") wishes to establish a commercial permit <br />parking program in accordance with California Vehicle Code Section 22507, applicable in <br />commercial and business districts within Redwood City and codified in City Code Chapter 20, <br />Article VII, Division 16; and <br />WHEREAS, over the last two years the City has received complaints and concerns from <br />the business community about their ability to conduct business within the City. The businesses <br />have expressed concerns about long-term parkers limiting the on -street parking for use by their <br />patrons and their staff and related issues that arise from vehicles being left on the street for long <br />periods of time. This long-term parking restricts the businesses' ability to conduct normal daily <br />business operations; and <br />WHEREAS, the City has the ability to install time restrictions on the roadways to limit the <br />long-term parking and prevent the storage of vehicles on street per City code section 20.96. The <br />time restrictions installed under this section would apply'to vehicles including the businesses and <br />their employees. The business have expressed a need for their staff to park beyond the time <br />restrictions provided by the above code section. <br />WHEREAS, a Commercial Permit Program ("CPP") will establish a process for the City to <br />provide parking permits to employees of businesses in these commercial areas, allowing them to <br />park beyond the set time restrictions. This program will allow the City to create the vehicle <br />turnover that the businesses are requesting, while having minimal impacts to the businesses and <br />their employees. <br />NOW, THEREFORE, THE COUNCIL OF THE CITY OF REDWOOD CITY DOES <br />ORDAIN AS FOLLOWS: <br />Section 1. A new Chapter 20, Article VII, Division 16 of the City Code is hereby adopted <br />to read as follows: <br />DIVISION 16. - COMMERCIAL PERMIT PARKING <br />Sec. 20.231. - DEFINITIONS: <br />For the purpose of this Division the following words and phrases shall have the meanings <br />respectively ascribed to them: <br />DIRECTOR: The Community Development and Transportation Director. <br />MOTOR VEHICLE: An automobile, truck, trailer, house car, motorcycle, or other motor -driven <br />device for transportation, not in excess of six thousand (6,000) pounds gross weight. <br />COMMERCIAL VEHICLE: For purposes of this Section, the term "commercial vehicle" shall have <br />the meaning ascribed to it by Vehicle Code Section 260. <br />ATTY/ORD.526/CC PROPOSED ORD ESTABLISHING CHAPTER 20 —ARTICLE VII — DIVISION 16 (COMMERCIAL PERMIT PARKING) <br />ORDINANCE NO. 2489 <br />REV: 10-07-2020 VR MUFF NO. 703 <br />Page 1 of 4 <br />
