11/23/2020 <br />RESOLUTION NO. 15919 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY ADOPTING RELOCATION ASSISTANCE FEES FOR THE <br />HOUSING DIVISION <br />WHEREAS, the City Council of the City of Redwood City ("City") is empowered to <br />impose reasonable fees, rates, and charges to offset the costs for municipal services; <br />and <br />WHEREAS, on July 23, 2018, the City Council adopted the Relocation Assistance <br />Ordinance, requiring landlords to provide relocation assistance to lower income tenants <br />who are displaced; and <br />WHEREAS, the City's Housing Division implements City Code Chapter 42 <br />(Relocation Assistance) and wishes to recover the costs associated with providing these <br />relocation assistance services; and <br />WHEREAS, Matrix Consulting Group conducted a Cost of Services (User Fee) <br />Study with respect to certain user fees in order to determine the cost to the City of <br />providing such services and provided a final report to the City dated February 16, 2017; <br />and <br />WHEREAS, the City of Redwood City Master Fee Schedule does not currently <br />have fees to recover the costs associated with providing relocation assistance services; <br />and <br />WHEREAS, it is the general policy of the City to charge for the full costs of services <br />provided by City staff when such services benefit individual users rather than members <br />of the community as a whole; and <br />WHEREAS, Section 42.6(F) of the City Code allows the City to collect an <br />administrative fee in an amount set by resolution of the City Council; and <br />WHEREAS, in order to better achieve the City's policy and cost recovery goals, <br />the City Council deems it advisable and in the best interests of the City to adopt relocation <br />assistance fees as set forth in Exhibit A, which is attached hereto and incorporated herein <br />by reference (the "Proposed Fees"); and <br />WHEREAS, a duly -noticed public hearing was held by the City Council on <br />November 23, 2020 regarding the adoption of relocation assistance fees for the Housing <br />Division; and <br />WHEREAS, at least 10 days prior to the public hearing, the City made available to <br />the public data indicating the amount of cost, or estimated cost, required to provide the <br />service for which each fee or service is charge is levied and the revenue sources <br />anticipated to provide the service, including General Fund revenues. <br />ATTY/RESO.0137/CC RESO ADOPTING RELOCATION ASSISTANCE FEES FOR THE HOUSING DIVISION RESO.
