RES 0 L UTI 0 N ----------- RESOLVED that the Highway Commission of the State of California be and lt is hereby respectfully, but most earnestly urged to include in its budget for the next biennium a sufficient appropria t:i.on for the purchase of property to widen and pave EL CAMINO REAL, known as Highway 101, between Broadway in Redwood City, end the Santa Clara County line, inell1.ding the portion of said highway through part of Redwood City, Atherton and Menlo Park; - that some of the reasons which prompt this request are as follows: 1. El Camino Real has been widened to four lanes and paved from San Francisco to Broadway in Redwood City, and the portion thereof from Redwood City to Palo Alto constitutes a hazard by reason of the exceedlnely heavy traffic on this narrolJlT highway. 2. In each biennium during the last ten years, or there- abouts, repeated assurances have been given that this improvement would be made; based on such assurances, a setback line has been main- tained by ordinances of the municipalities traversed by the said high- way for more than twelve years. 3. The property owners on this portion of El Camino Real have suffered. a substantlal detriment in making improvements of their property by reason of the continued postponement of thi$ improvement of the highway; the property is zoned as business property and is adapted only to development as business property, but tena.nts for buildings that would be built cannot be obtained on account of the setback line and the inconvenience to business incident thereto. 4. The growth of this portion of the San Francisco Peninsula and the consequent increase in the value of property has been and will continue to be so rapid tha.t unless this project is completed within the next biennium there is danger of the cost of the additional rjght of W8.y increaslng to such an extent the. t the pl)rchase thereof will be even more burdensome in the future. 5. Property owners whose property fronts on El Camino Real have been assessed for concrete shoulders which were constructed appro.x.:i.mately ten years ago and which provlded a hiGhway of enough width for all local tra.ffic. However, by far the greatest portion of traffic on thiA portion of El Camino Real originates outside of this area and consists of statewide and interstate movements, which will necessarily be greatly increased by reason of the Golden Gate International Exposition in 1939.
