<br />~ <br /> <br />~. <br /> <br />..-:. ..',: L: <br /> <br />v <br /> <br />WHEREAS, the United States of America is now engaged in an all- <br />out war against Japan, Germany, Italy and their allied nations, but not <br />against loyal and patriotic citizens whose antecedents came from those <br />countries; and <br />WHEREAS, our Government guarantees safeguards of law to all racial <br />groups, the very foundation of American liberty being tolerance for all <br />races and creeds as long as they are loyal to this nation; and <br />~mEREAS, many members of these racial groups are serving this <br />country as loyally as possible by such means as purchasing defense bonds, <br />growing or manufacturing products vitally needed for defense of this <br />nation, or joining the United States' armed forces; and <br />WHEREAS, our duly constituted authorities have demonstrated their <br />ability to cope with the problem of disloyal residents and suspected <br />fifth columnists; and <br />WHEREAS, many members of these racial groups, particularly those <br />of Jap~~ese descent, who are citizens of the United states find them- <br />selves identified through no fault of their OVv-~ with the enemies of this <br />country because of physical racial characteristics; and <br />WHEREAS, to mistreat these citizens might cause them to become <br />embittered against a nation which they have rightfully learned to regard <br />as tolerant, democratic and offering equality for all, ~~d cause them to <br />go into activities inimical to the best interests of this nation; and <br />WHEREAS, if these citizens are not permitted to pursue their <br />normal activities they may be deprived of a means of earning a legitimate <br />living and may be forced into unlawful pursuits: <br />NOW, THEREFORE, BE IT RESOLVED that the Council of the City of <br />Redwood City hereby urges citizens to be toler~~t, fair and just in their <br />attitude toward and treatment of these racial groups. <br />AND BE IT FURTHER RESOLVED that if cases of suspected disloyalty <br />
