(205) <br />Meeting of the Joint City Council/Successor Agency Board/Public Financing Authority Meeting on <br />April 26, 2021. <br />Present: Council Members Aguirre, Espinoza-Garnica, Gee, Hale, Reddy, Smith and Mayor <br />Howard <br />M/S Reddy and Hale to as recommended by the City Council's Governance Sub -Committee: <br />1. Waive the first reading and introduce an Ordinance (Attachment A) to adjust the start time of <br />regular City Council meetings from 7 p.m. to 6 p.m.; and <br />2. By motion, approve revisions to the Guide to City Council Communications & Business <br />(Attachment B) to, among other things (as identified in track changes): <br />a. Reduce individual public comment time from three minutes per speaker to two minutes <br />per speaker during the live public comment portion of City Council meetings; and <br />b. Clarify that the Mayor may allow public comment on study sessions to occur after City <br />Council discussion; and <br />c. Increase the time allotted for public comment on non -agenda items, items on the <br />Consent Calendar, and Matters of Council Interest from 15 minutes to 30 minutes. <br />Motion passes 6-1 by roll call vote, with Council Member Espinoza-Garnica <br />opposing. <br />ql� <br />Pamela Aguilar, CMC <br />City Clerk <br />
