RESOLUTION NO. 15993 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY ADOPTING CERTAIN FEES FOR SHARED MICROMOBILITY <br />SERVICES <br />WHEREAS, the City Council of the City of Redwood City (the "City") is empowered <br />to impose reasonable fees, rates, and charges to offset the costs for municipal services; <br />and <br />WHEREAS, California Assembly Bill (AB) 1286 (2020) (shared mobility devices: <br />agreements) requires City to adopt shared micromobility operation, parking, and <br />maintenance rules before authorizing shared micromobility operators to offer shared <br />micromobility devices for rent or use; and <br />Whereas, on October 25, 2021, the City adopted the Ordinance amending the <br />Redwood City Municipal Code Chapter 8 ("Shared Micromobility Services Ordinance") to <br />regulate shared micromobility services; and <br />WHEREAS, the Community Development and Transportation Department staff <br />completed a Fee Study and conducted extensive analysis and outreach to shared <br />micromobility operators to ensure that the proposed fees reflect the actual costs of <br />providing services to the shared micromobility operators; and <br />WHEREAS, the amount of the proposed fees is no more than necessary to cover <br />the City's reasonable costs to process the applications for permits, provide the parking <br />and other infrastructure needed for shared micromobility devices, monitor operations, <br />perform investigations, inspection, and audits, and otherwise administer shared <br />micromobility services; and <br />WHEREAS, the City of Redwood City Master Fee Schedule does not currently <br />have fees associated with shared micromobility services; and <br />WHEREAS, in order to better achieve the City's policy and cost recovery goals, <br />the City Council deems it advisable and in the best interests of the City to adopt certain <br />fees as set forth on Exhibit A, which is attached hereto and incorporated herein by <br />reference (the "Proposed Fees"); and <br />WHEREAS, a duly -noticed public hearing was held by the City Council on October <br />11, 2021 regarding the adoption of Proposed Fees for shared micromobility services; and <br />WHEREAS, at least ten (10) days prior to the public hearing, the City made <br />available to the public data indicating the amount of cost, or estimated cost, required to <br />provide the services for which the Proposed Fees will be charged. <br />ATrY/RESO.0078/CC RESO MICROMOBILITY FEES RESO NO. 15993 <br />REV: 10-01-21 SK MUFF NO. 301 <br />Page 1 of 3 <br />
