FUNDING AGREEMENT <br />SAN MATEO COUNTY TRANSPORTATION AUTHORITY MEASURE W FUNDS <br />(PEDESTRIAN AND BICYCLE PROGRAM) <br />HOPKINS AVENUE TRAFFIC SAFETY IMPLEMENTATION PROJECT <br />This Funding Agreement (Agreement) is made this I LO-'' day of T 2021 <br />(Execution Date) by and between the San Mateo County Transportation Authority A) and the <br />City of Redwood City (Sponsor), together referred to herein as the "Parties." <br />RECITALS <br />WHEREAS, on November 6, 2018, the voters of San Mateo County authorized a new one- <br />half percent sales tax in San Mateo County for transportation purposes, and tasked the TA with <br />administering four of the five transportation program categories described in the Congestion Relief <br />Plan presented to the voters (Measure W); and <br />WHEREAS, the Measure W Congestion Relief designates five percent of Measure W <br />funds to fund pedestrian and bicycle projects; and <br />WHEREAS, in August 2020, the TA issued a call -for -projects for the Pedestrian and <br />Bicycle Program; and <br />WHEREAS, in response to the call -for -projects, Sponsor requested that the TA provide <br />$1,200,000 of Measure W funds for the Hopkins Avenue Traffic Safety Implementation Project <br />("Project," as described in Exhibits A and B); and <br />WHEREAS, the Project meets the intent of the Measure W Congestion Relief Plan, the <br />TA's 2004 Transportation Expenditure Plan and the TA's 2020-2024 Strategic Plan; and <br />WHEREAS, on December 3, 2020, the TA's Board of Directors programmed and <br />allocated up to $1,200,000 from the Measure W Pedestrian and Bicycle Program Category for the <br />Construction phase (Scope of Work) of the Project through Resolution 2020-28; and <br />WHEREAS, in January 2021, the TA was notified that $840,000 of Fiscal Year 2020 <br />Senate Bill 1 Road Repair and Accountability Act Local Partnership Program (LPP) Formula <br />Funds was available to be programmed and allocated through June 2021; and <br />WHEREAS, due to stringent schedule and match requirements of the LPP funding <br />program, the funding cannot be awarded directly to the City of Belmont, which submitted the <br />highest -rank project proposal that was not awarded funds as part of the TA's December <br />programming and allocation action resulting from the 2020 call for projects described above; and <br />WHEREAS, on April 1, 2021, through Resolution 2021-11, the TA's Board of Directors <br />requested that the California Transportation Commission program allocate $840,000 of the TA's <br />share of LPP formula funds to the Project, and re -programmed and re -allocated $840,000 in <br />Pedestrian and Bicycle Measure W funds from this Project to the City of Belmont Ralston Avenue <br />Segment 3 Project, leaving a total of $360,000 in Measure W funds for this Project (hereinafter <br />"Measure W Funds"); and <br />REV: 06-18-2021 SK <br />ATTY/AGR.2021.145/San Mateo County Transportation Authority (Page 1 of 18) <br />17293493.1 <br />
