<br />ATTY/DOCS-AGREEMENTS/MOU/2021.0052/TOWNE PLACE SUITES PROGRAM MOU <br />REV: 05-06-2021 VR <br /> <br /> <br />MEMORANDUM OF UNDERSTANDING BETWEEN THE COUNTY OF SAN MATEO AND THE CITY OF <br />REDWOOD CITY REGARDING PERMANENT SUPPORTIVE HOUSING FOR EXTREMELY LOW INCOME <br />SENIORS AT TOWNEPLACE SUITES <br />This Memorandum of Understanding (“MOU”) is entered into this ____ of ________, 2021 (the <br />“Effective Date”), by and between the County of San Mateo, a political subdivision of the State of <br />California (the “County”), and the City of Redwood City, a California municipal corporation (the “City,” <br />and, together with the County, the “Parties”), and sets forth the Parties’ understanding and <br />expectations related to the planning and coordination of a new permanent affordable rental housing <br />project at TownePlace Suites for extremely low income seniors. <br />RECITALS <br />A. WHEREAS, on December 3, 2020, the County acquired the TownePlace Suites, located at 1000 <br />Twin Dolphin Drive, Redwood City, California (the “Property”), to provide service-enriched <br />permanent affordable housing for seniors, aged 62+ earning extremely low incomes at or below <br />30% Area Median Income (AMI) with a heightened risk for COVID-19 complications and who <br />may be at risk of homelessness or previously experienced homelessness (the “Project”); and <br />B. WHEREAS, the Project will provide 93 units of permanently affordable rental housing with on- <br />site services for extremely low income seniors as well as two onsite manager/staff units; and <br />C. WHEREAS, the Parties acknowledge that success of the Project is dependent, in part, on a strong <br />partnership between the County and the City, MidPen Housing Corporation and its affiliate <br />entities (collectively, “MidPen” or “Operator”), the operators of the Project, as well as Mental <br />Health Association and other nonprofit service providers, local businesses, local neighborhood <br />associations and the surrounding community; and <br />D. WHEREAS, the Parties acknowledge the truth of the Recitals set forth above which are hereby <br />incorporated into this MOU. <br />NOW THEREFORE, the Parties agree to be bound by the following terms in this MOU: <br />1. COMMUNITY INVOLVEMENT <br />1.1 The County shall ensure that a community advisory committee is established to promote <br />communication between the County, the City, MidPen, Project residents, City residents, <br />businesses and community agencies to increase community awareness, connect MidPen to <br />local resources and facilitate support for the Project. <br /> <br />2. PREFERENCE POLICY <br /> <br />At initial occupancy of the units at the Project, the following preferences will be applied: <br />a. First Preference will be given to eligible households referred by the County of San Mateo <br />through the non-congregate shelter programs identified by the County of San Mateo. <br /> <br />b. Second Preference will be given to eligible households referred by the Health Plan of San Mateo <br />through the Housing Authority of the County of San Mateo who are Duals eligible based on <br />May11th
