ATTY/RESO.0141/PC RESO AMENDING PROPOSED ZONING ORDINANCE CHANGES REV: 12-03-2020 PR Page 1 of 18 RESOLUTION NO. 20-16 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF REDWOOD CITY RECOMMENDING THAT THE CITY COUNCIL AMEND ZONING ORDINANCE ARTICLE 2 (DEFINITIONS), ARTICLE 6 (R-2 (RESIDENTIAL—DUPLEX) DISTRICT), ARTICLE 8 (R-3 (MULTI- FAMILY—LOW DENSITY) DISTRICT), ARTICLE 10 (R-5 (MULTI- FAMILY—HIGH DENSITY) DISTRICT), ARTICLE 11 (PO (PROFESSIONAL OFFICE) DISTRICT), ARTICLE 12 (CO (COMMERCIAL OFFICE) DISTRICT), ARTICLE 14 (CB (CENTRAL BUSINESS) DISTRICT), ARTICLE 15 (CG (GENERAL COMMERCIAL) DISTRICT), ARTICLE 25 (COMBINING DISTRICTS), ARTICLE 31 (SPECIAL USES – SHORT-TERM RENTALS), ARTICLE 32 (SUPPLEMENTARY PROVISIONS), ARTICLE 41 (COMMON PROCEDURES), ARTICLE 53 (MIXED-USE CORRIDOR ZONING DISTRICT), ARTICLE 54 (MUN (MIXED-USE NEIGHBORHOOD) DISTRICT), AND ARTICLE 56 (REASONABLE ACCOMMODATION) REGARDING PERMIT EXPIRATION AND APPLICABILITY, MINOR REVISIONS TO HOUSING-RELATED PROVISIONS, ALLOWING ACCESSORY OUTDOOR USES AND OTHER MINOR AMENDMENTS WHEREAS, the Planning Commission of the City of Redwood City is empowered to recommend amendments to the Zoning Ordinance. Modifications to the various Articles listed herein would further the purposes of the Zoning Ordinance; and WHEREAS, on December 1, 2020, the Planning Commission held a duly noticed public hearing, in accordance with all applicable requirements of the Redwood City Zoning Ordinance, to consider amendments to Zoning Ordinance Articles 2, 6, 8, 10, 11, 12, 14, 15, 25, 31, 32, 41, 53, 54, and 56 (collectively, the “Zoning Ordinance Amendments”). NOW THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF REDWOOD CITY, AS FOLLOWS: Section 1. The recitals set forth above are true and correct, and are hereby incorporated herein by this reference as if fully set forth in their entirety. Section 2. The Planning Commission hereby finds that the proposed Zoning Ordinance Amendments are in the public interest and consistent with the Redwood City General Plan. Section 3. The proposed Zoning Ordinance Amendments have been reviewed with respect to applicability of the California Environmental Quality Act ("CEQA") and the State CEQA Guidelines (California Code of Regulations, Title 14, Sections 15000 et seq.). The Zoning Ordinance Amendments have been evaluated and found to not have an impact on the environment under CEQA Guidelines Section 15061(b)(3) as it
