It Is not <br />transferable or assignable, and Is revocable at any time at the option of the Public Utilities Commission. <br />3. The use authorized by this permlt Is llmlted solely to the purposes set forth herein, and, except as expressly <br />herein provided, construction, excavation or lnstollatlon of structures Js not authorized. <br />4. Neither City nor any conunlsslon, board. officer, or employee thereof shall be held responsible or liable lor <br />damage to any property of the Permlttee Installed or located on the premises covered by th!s permit. <br />5.
