ATTY/RESO.0091/PC RESO 800 MAIN HOTEL SEQUOIA <br />REV: 09-01-23 VR <br />Page 1 of 32 <br />RESOLUTION NO. 23-20 <br /> <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY GRANTING APPROVAL OF A DOWNTOWN <br />PLANNED COMMUNITY PERMIT, CONDITIONAL USE PERMIT, AND <br />HISTORIC PRESERVATION PERMIT FOR THE 800 MAIN STREET <br />HOTEL SEQUOIA REHABILITATION AND EXPANSION PROJECT AND <br />DETERMINING THAT ENVIRONMENTAL REVIEW OF THE PROJECT <br />HAS BEEN COMPLETED PURSUANT TO SECTION 15168 AND <br />SECTION 15183 OF THE CALIFORNIA ENVIRONMENTAL QUALITY <br />ACT (CEQA) GUIDELINES <br /> <br />WHEREAS, Sequoia Main Street LLC (Applicant) submitted an application for a <br />Downtown Planned Community Permit (DPC2021-003) and Conditional Use Permit <br />(UP2021-017) to rehabilitate and expand the existing historic Hotel Sequoia with a 3-story <br />addition containing 53 additional guest rooms for a total of 82 lodging units plus a rooftop <br />bar and event space (Project) located within Redwood City’s Downtown Precise Plan <br />(DTPP); and <br /> <br />WHEREAS, the project site is located within the DTPP and is considered a <br />“Historic Resource to be Preserved” and identified as “Resource AA” in the DTPP with <br />specific DTPP Standards and Guidelines for the subject property; and <br /> <br />WHEREAS, on June 15, 2023, the Architectural Advisory Committee (AAC) of the <br />City of Redwood City conducted a public hearing to consider the proposed project and <br />voted 4-0 to recommend that the Planning Commission approve the Project, including <br />deviations to DTPP Guidelines as referenced in the accompanying staff report; and <br /> <br />WHEREAS, the Project is considered a “Historic Project” in the DTPP because the <br />project site contains a historic resource and is located within the Main Street Historic <br />District; and <br /> <br />WHEREAS, a “Historic Project” requires Historic Resources Advisory Committee <br />(HRAC) of the City of Redwood City review and recommendation and Planning <br />Commission review and approval; and <br /> <br />WHEREAS, on July 19, 2023, the HRAC conducted a public hearing to consider <br />the proposed project and voted 4-0 to recommend that the Planning Commission approve <br />the Project including the requested exceptions to DTPP Standards as referenced in the <br />accompanying staff report; and <br /> <br />WHEREAS, on August 25, 2023, a public hearing notice of the Planning <br />Commission was published in the San Mateo Daily Journal and sent to the, Sequoia Main <br />Street LLC and was mailed to owners and tenants within 300 feet of the Project; and <br />
