ATTY/RESO.0112/PC RESO STANFORD PARKING P1 <br />REV: 11-30-23 VR <br />Page 1 of 3 <br />RESOLUTION NO. 23-24 <br /> <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY APPROVING A CHANGE TO THE PHASE 1 PERMIT <br />PARKING REQUIREMENTS OF THE STANFORD IN REDWOOD CITY <br />PROJECT LOCATED AT 405, 425, 475, 500-585 BROADWAY AND 1228 <br />DOUGLAS AVENUE (PC 2016-001). (BLOCKS A, B and C) <br /> <br />WHEREAS, Leland Stanford Junior University (“Applicant”), received an approval <br />for their application for a Planned Community Permit (PC2016-001) for Phase 1 of the <br />Stanford in Redwood City campus on October 4, 2016, which is located within the <br />Stanford in Redwood City Precise Plan area, which included 15 percent of the parking <br />provided on surface lots on Block E; and <br /> <br />WHEREAS, the Applicant has applied for a 15 percent parking reduction for the <br />Phase 1 project, which would eliminate the need for the surface lots on Block E (the <br />“Project”); and <br /> <br />WHEREAS, Chapter II, Section IV.G of the Precise Plan provides that parking shall <br />be provided according to the standards in the Precise Plan “unless otherwise reviewed <br />and approved by City”; and <br /> <br />WHEREAS, the Applicant submitted an updated Transportation Demand <br />Management (TDM) Plan, and a Parking Analysis to the City Planning Division in support <br />of the request; and <br /> <br />WHEREAS, on December 5, 2023, the Planning Commission considered the staff <br />reports, oral and written, and testimony and materials presented by all those wishing to <br />be heard on this Project at the noticed public hearing on this matter; and <br /> <br />WHEREAS, on December 5, 2023, the Planning Commission conducted a duly <br />noticed public hearing, in accordance with all applicable requirements of the State <br />Planning and Zoning Law, the Redwood City Code, and the Redwood City Zoning <br />Ordinance, to consider approval of the Project, and received and considered oral and <br />written reports and application materials; and <br /> <br />WHEREAS, the Commission considered a CEQA Consistency Checklist and its <br />findings prepared by the City Planning Division’s consultant, David J. Powers and <br />Associates, the previously certified Stanford in Redwood City Environmental Impact <br />Report (the “EIR”) (State Clearinghouse #2008102023), including the Statement of <br />Overriding Considerations in City Council Resolution No. 15294, as part of the City’s <br />consideration of the Project; and <br /> <br />WHEREAS, the Commission determined that the proposed parking reduction is <br />consistent with the Precise Plan.
