ATTY/RESO.0071/CC RESO 1900 BROADWAY (GENERAL PLAN AMENDMENT) <br />REV: 10-23-24 VR <br />Page 1 of 6 <br />RESOLUTION NO. _______ <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY ADOPTING AN AMENDMENT TO THE GENERAL PLAN MIXED <br />USE – DOWNTOWN DESIGNATION FOR PROPERTY LOCATED AT <br />1900 BROADWAY <br />WHEREAS, Lane Partners (“Applicant”) submitted a planning application for a <br />development project located at 1900 Broadway consisting of a 7-story, 92-feet tall, <br />approximately 256,205 square foot mixed-use commercial office building with <br />approximately 10,060 sq. ft. of ground floor retail space, approximately 1,000 sq. ft. for a <br />community room, 715 sq. ft. for a storage space, and an approximately 12,085 sq. ft. of <br />public plaza area (the “Project”); and <br />WHEREAS, the Project site has a General Plan Land Use designation of Mixed <br />Use-Downtown and is designated Planned Community (P-Downtown) District and located <br />within the Downtown Precise Plan (“DTPP”) General Use Regulations Zone; and <br />WHEREAS, on January 24, 2011, the City Council of Redwood City adopted <br />Resolution No. 15086, certifying the Final Environmental Impact Report for the Redwood <br />City Downtown Precise Plan, State Clearinghouse No. 2006052027 (“DTPP EIR”), and <br />adopted California Environmental Quality Act (“CEQA”) Findings of Fact, a Statement of <br />Overriding Considerations, and a Mitigation Monitoring and Reporting Program (“MMRP”) <br />and in conjunction, the City Council adopted and approved the DTPP, and amendments <br />the General Plan to ensure consistency between the DTPP and the General Plan; and <br />WHEREAS, in March 2020, the Applicant submitted a Project proposal for 1900 <br />Broadway for the consideration of a General Plan Amendment as part of the City of <br />Redwood City implementation of a one-time process to evaluate multiple pending General <br />Plan Amendment initiation requests which are deemed necessary because the Maximum <br />Allowable Development cap for office has been reached in the DTPP area (“Gatekeeper <br />Projects”); and <br />WHEREAS, on May 24, 2021, the City Council adopted Resolution No. 15954 and <br />initiated General Plan Amendment proceedings for 1900 Broadway as one of the six <br />Gatekeeper Projects located within the DTPP and also to require a DTPP Amendment; <br />and <br />WHEREAS, the Project would create office space within the downtown and <br />General Plan and DTPP Amendments are required by the DTPP to increase the <br />Maximum Allowed Development office capacity; and <br />WHEREAS, the planning application for the Project seeks approval of: 1) a <br />General Plan Amendment and a DTPP Amendment (GP2021-007) to adjust the <br />development caps for office; 2) a Vesting Tentative Parcel Map (TM2021-13) to combine <br />lots and adjust lot line lines for Project site assembly; 3) a Downtown Planned Community <br />Permit (DPC 2021-010) to construct a mixed use commercial office Project and a Use <br />Permit (UP 2021-020), subject to Conditions of Approval; 4) an Affordable Housing Plan <br />16255
