<br />"'s.. <br /> <br />...."1 <br />I I <br /> <br />RES 0 L UTI 0 N <br />---------.....- <br /> <br />Ii o. 1377 <br /> <br />OPPOSITION TO PROPOSITION NO. 10 <br />ON NOVEMBER 4, 1952 GENERAL ELEC~ION BALLOT <br /> <br />WHEREAS, Proposition No. 10 would prohibit the proper <br /> <br />and economical use of public funds for obvious public purposes <br /> <br />by the joint action of all of the cities and other public <br /> <br />agencies of California, and <br /> <br />WHEREAS, Proposition No. 10 does not prohibit the separate <br /> <br /> <br />expenditure of public funds to urge the legislation of interest <br /> <br /> <br />to the City of.' Redwood City, but merely prevents the City of <br /> <br /> <br />Redwood City f.'rom joining her sister municipalities in urging <br /> <br /> <br />the adoption of State and Federal legislation of interest to <br /> <br />all cities, or opposing the enactment of measures which would <br /> <br />be immediately harmful to city residents, and <br />WHEREAS, Proposition No. 10, which in no way relates to <br />pensions, is advanced by pension promoter George McLain to <br />punish those who opposed and defeated a former McLain pension <br /> <br />program, and <br /> <br />WHER}~S, Proposition No. 10 does not prohibit private <br /> <br />interests from influencing legislation on a collective basis, <br /> <br />but only prohibits collective representation of public interests <br /> <br />and agencies, and <br /> <br />WHEREAS, Proposition No. 10 permanently destroys or se- <br /> <br />verely damages a countless number of quasi-public agencies <br />whose only purpose is the advancement of good government and <br /> <br />the public interest, such as the League of California Cities, <br />the Shoreline Planning, District Attorneys, the irrigation <br /> <br />districts, fire chiefs, supervisors, schoo~ trustees, and school <br />administrators' associations, and the California Conference of <br /> <br />Social Workers, and <br /> <br />WHEREAS, Proposition No. 10 would cause the wasteful and, <br /> <br />extravagant expenditure of public funds to do individually what <br /> <br />- 1 - <br />
