ATTY/RESO.0077/CC RESO SEWER SYSTEM MANAGEMENT PLAN <br />REV: 07-14-25 LF <br />Page 1 of 2 <br />RESOLUTION NO.16341 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY APPROVING THE CITY’S UDPATED SEWER SYSTEM <br />MANAGEMENT PLAN (SSMP) AND AUTHORIZE THE PUBLIC WORKS <br />SERVICES DIRECTOR TO REVISE THE SSMP AS REQUIRED BEFORE <br />THE NEXT SIX-YEAR SSMP UPDATE <br />WHEREAS, the State Water Resources Control Board (SWRCB) adopted <br />Statewide General Waste Discharge Requirements for Sanitary Sewer Systems, Water <br />Quality Order No. 2022-0103-DWQ (Statewide Sanitary Sewer Systems General Order) <br />on December 6, 2022; and <br />WHEREAS, this Statewide Sanitary Sewer Systems General Order supersedes <br />the previous SWRCB Order 2006-0003-DWQ and amendments thereafter; and <br />WHEREAS, a state agency, municipality, special district, or other public entity that <br />owns and/or operates one or more sanitary sewer systems greater than one (1) mile in <br />length must enroll for regulatory coverage under the Statewide Sanitary Sewer Systems <br />General Order; and <br />WHEREAS, the City of Redwood City as the owner and operator of the City’s <br />sanitary sewer collection system is an enrollee under this Statewide Sanitary Sewer <br />Systems General Order; and <br />WHEREAS, the Statewide Sanitary Sewer Systems General Order requires <br />enrollees to update their Sewer System Management Plan (SSMP) every six (6) years <br />after the date of its last plan update and have the enrollee’s governing entity approve the <br />updated SSMP; and <br />WHEREAS, staff have updated the City’s SSMP with the assistance of Fischer <br />Compliance in conformance with the Statewide Sanitary Sewer Systems General Order <br />requirements; and <br />WHEREAS, enrollees are required to revise their SSMP to reflect any changes as <br />a consequence of the SSMP audits required at a minimum frequency of once every 3 <br />years by the Statewide Sanitary Sewer Systems General Order and other changes <br />required by the proposed updated SSMP as recommended by the guidance manual <br />created by Bay Area Clean Water Agencies before the next six-year SSMP update. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY, CALIFORNIA, AS FOLLOWS: <br />1.The City Council hereby approves the City’s updated SSMP attached as <br />Exhibit A.
