ATTY/RESO.0084/CC RESO AUTHORIZING APPLICATION TO THE LAFCO OF SMC (2 SUMMIT WAY WATER SERVICES) <br />REV: 08-13-25 LF <br />Page 1 of 2 <br />RESOLUTION NO. 16344 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AUTHORIZING APPLICATION TO THE LOCAL AGENCY <br />FORMATION COMMISSION OF SAN MATEO COUNTY REQUESTING <br />APPROVAL FOR EXTENSION OF WATER SERVICES TO 2 SUMMIT <br />WAY (APN 068-262-150) OUTSIDE JURISDICTIONAL BOUNDARIES <br />PURSUANT TO GOVERNMENT CODE SECTION 56133 <br />WHEREAS, the Government Code Section 56133 authorizes a city or district to <br />provide new or extended services by contract or agreement outside its jurisdictional <br />boundaries only if it first requests and receives written approval from the Local Agency <br />Formation Commission in which the property is located; and <br />WHEREAS, the property located at 2 Summit Way, APN 068-262-150 (the <br />“Property”), Unincorporated San Mateo County, California is outside the jurisdictional <br />boundaries of the City of Redwood City (the “City”), but inside the City’s sphere of <br />influence and water service area; and <br />WHEREAS, the County of San Mateo is processing an application for the <br />construction of a new single-family home on the Property; and <br />WHEREAS, the County of San Mateo’s approval of the building permits is <br />conditioned upon the property owner obtaining a new water connection and service for <br />the proposed residence from the City; and <br />WHEREAS, the property owner has requested that the City provide water <br />services to the proposed single-family home on the Property; and <br />WHEREAS, Local Agency Formation Commission of San Mateo County <br />(“LAFCo”) requires that the City Council adopt a resolution authorizing application <br />requesting approval from LAFCo to provide new water service to the Property; and <br />WHEREAS, this activity is not a project under California Environmental Quality <br />Act (CEQA) as defined in CEQA Guidelines, section 15378, because it has no potential <br />for resulting in either a direct or reasonably foreseeable indirect physical change in the <br />environment. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY, AS FOLLOWS: <br />1.The City Manager or their designee is hereby authorized to submit an <br />application to the Local Agency Formation Commission of San Mateo County (“LAFCo”) <br />requesting approval of an extension of the water service outside the City’s jurisdictional <br />boundaries but within the water service area and the City’s sphere of influence to 2 <br />Summit Way, Unincorporated San Mateo County, California (APN 068-262-150)
