REV: 12-17-25 LR <br />AGREEMENT FOR CONFIDENTIAL DATA EXCHANGE BETWEEN <br />THE CITY OF REDWOOD CITY, CALIFORNIA <br />AND <br />THE JOHN W. GARDNER CENTER FOR YOUTH AND THEIR COMMUNITIES AT <br />STANFORD UNIVERSITY <br />This Data Exchange and Confidentiality Agreement (“Agreement”) between the City of Redwood City <br />and The Board of Trustees of the Leland Stanford Junior University by and through its John W. <br />Gardner Center for Youth and Their Communities (hereinafter referred to as JGC) describes the means <br />to be used by JGC to ensure the confidentiality and security of information and data exchanged between <br />the City of Redwood City, California (hereinafter referred to as “Redwood City”) and JGC for the <br />purposes stated below. <br />I. GENERAL TERMS <br />A. PURPOSE <br />The JGC has developed the Gardner Center Data Archive (GCDA), an archive of matched longitudinal <br />administrative data to facilitate collaborative policy analyses and program improvement studies for <br />agencies and community-based organizations. Policy and program improvement questions to be <br />addressed using the GCDA will be developed in collaboration with participating public agencies <br />and representatives of local community-based organizations. <br />In January 2020, a partnership was approved for the CWCRT pilot program for San Mateo County <br />(“County”) acting through the Behavioral Health and Recovery Services of San Mateo County Health <br />(“BHRS”) and four City Police Departments, Daly City, South San Francisco, San Mateo, and <br />Redwood City (“Participating Cities”) to embed in each of these cities’ police departments, a mental <br />health clinician to provide a crisis co-response to crisis calls involving mental health issues (“the <br />Program”). In furtherance of the Program, the County and Participating Cities are partnering with JGC <br />to support the Program’s planning and implementation efforts and have agreed to share the costs of <br />JGC’s work, as set forth in Memorandum of Understanding between the County and Participating <br />Cities. The scope of JGC’s work to support the Program includes regular data analysis to determine <br />the Program’s effectiveness, assess outcomes, and consider appropriate adjustments, and Redwood <br />City is sharing data extracts pursuant to this Agreement to achieve the above stated purpose. <br />B. NATURE OF DATA <br />To further the achievement of the above stated purpose, Redwood City will at its discretion provide <br />JGC with data extracts from Redwood City’s data systems to include data elements identified in <br />Attachment A, as well as any additional items required to answer research questions defined by <br />Redwood City alone or in collaboration with the County and/or other Participating Cities. <br />Redwood City warrants that it has the authority to provide such data to the JGC under the terms of this <br />Agreement, and that Redwood City will not be in breach of any law or representations to any person <br />by providing such information to the JGC. <br />These data extracts will include historical information wherever possible.
