ATTY/RESO.0012/CC RESO INITIATE AMENDMENTS TO RWC GENERAL PLAN (STANFORD CANCER CENTER PROJECT) <br />REV: 04-08-26 VR <br />Page 1 of 2 <br />RESOLUTION NO. 16397 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY TO INITIATE PROCEEDINGS TO CONSIDER AMENDMENTS TO <br />THE REDWOOD CITY GENERAL PLAN AND THE STANFORD IN <br />REDWOOD CITY PRECISE PLAN AS REQUESTED BY STANFORD <br />HEALTH CARE IN CONNECTION WITH THE STANFORD CANCER <br />CENTER PROJECT <br />WHEREAS, the Applicant, Stanford Health Care, has applied to redevelop the <br />property located at 550, 575-585 Broadway, & 1201 Douglas Avenue with a medical <br />cancer center, including an inpatient cancer center, a clinical and outpatient <br />building. Additional supporting infrastructure, including a central utility plant, three new <br />parking structures, and an amenity facility (“the Project”); and <br />WHEREAS, the implementation of the Project requires an amendment to the <br />Redwood City General Plan to modify uses from Commercial-Office <br />Professional/Technology to Hospital for Blocks C,D,E, and G; and <br />WHEREAS, the implementation of the Project also requires an amendment to <br />the Stanford in Redwood City Precise Plan to allow for incorporation of a .35-acre parcel <br />(1201 Douglas Avenue), increased square footage, and modified design standards <br />(including increased footprint, height, and open space) for the cancer center; and <br />WHEREAS, Redwood City Municipal Code Section 18.61 establishes <br />procedures for initiation of amendments to the General Plan and provides that the City <br />Council may adopt a resolution of intention to initiate proceedings to amend the General <br />Plan; and <br />WHEREAS, Redwood City Zoning Ordinance Section 52.5 establishes <br />procedures for initiation and amendments of Precise Plans and provides that an <br />interested party may request the City initiate the amendment of a precise plan by <br />submitting said request to the Planning Director or designee. The interested party is the <br />Applicant, and the request of initiation is accompanied by materials supportive of the <br />request and showing the nature of the requested Stanford in Redwood City Precise <br />Plan amendment that include statements justifying why the proper functioning of the <br />community requires the amendment of the Stanford in Redwood City Precise Plan as <br />proposed and why the proposed amended Stanford in Redwood City Precise Plan is <br />more suitable for the area than the existing Stanford in Redwood City Precise Plan; and <br />WHEREAS, the City's policy and practice is to bundle all related requests and <br />have them acted upon by the highest approval authority, in this case being the City <br />Council; and <br />WHEREAS, the adoption of a Resolution provides City staff the direction to study <br />the proposed amended Redwood City General Plan and Stanford in Redwood City <br />Precise Plan. It, however, does not constitute nor imply approval of any of these actions
